HEARING ROOM, CITY HALL Roll Call PRESENT: Councilmen Dunin, Gurnee, Jorgensen, Petterson and Mayor Schwartz ABSENT: None City Staff PRESENT: J.H. Fitzpatrick, City Clerk; Allen Grimes, City Attorney; R.D. Miller, Administrative Officer; D.F. Romero, Director of Public Services; Wayne Peterson, City Engineer; Robert Mote, Utilities Engineer; Rudy Muravez, Finance Director; Carl Young, Water Treatment; Rob Strong, Director of Community Development. Guests: Representatives from the consulting firm, Engineering - Science, Incorporated: Frank Steiner, David MacDonald, and Jerry Peasley 1. Representatives of Engineering- Science, Inc., consultants for the City of San Luis Obispo, reviewed with the City Council and Staff the final draft report entitled, "City of San Luis Obispo Water Supply" prepared by their firm. ' Mr. Frank Steiner, Vice - President, Engineering- Science, reviewed the purposes of the study and the limits of the study under the contract. He then reviewed with the City Council Chapter I - Summary and Conclusions. Mr. David MacDonald, Project Manager for the San Luis Obispo City Study reviewed Chapter V - The Water Resource Evaluation including existing water-supply systems, potential water supply systems and supplemental water supply needs; and Chapter VII - Alternative Supply Evaluation; and plants No. 1 and 2, creek supplies, and the water transmission and storage evaluation. He reviewed the water distribution system analysis, a general description evaluation of the system and the necessary Capital Improvement Program.- He reviewed in detail Chart VII -29 which was a critical path model of City options on importing supplemental water, and also reviewed a suggested Capital Improvement Program with priorities 1 and 2 on a five - year Capital Improvement budget showing estimated construction cost, the escalation cost, engineering, and the total Capital cost for each item in each of the five years. Mr. Jerry.Peasley with Engineering- Science reviewed in detail Chapter IX of the draft report entitled, "Financial and Revenue Requirements ", which included funding source evaluation, suggested water rates, the development and design of the rate schedules, the water rate study, rate design, fire hydrant rental, and a suggested amendment to the water ordinance. At 1:25 p.m. Councilman Jorgensen left the meeting. ' The City Council then discussed,with the representatives of Engineering- Science present and members of the City Staff, the revenue and expenditures portions of .the report and also discussed various approaches to arriving at an equitable rate for water supply and sales within the City of San 39 City Council Minutes April 11, 1977 Page 2 Luis Obispo in order to put the water system on a paying basis without subsidy from any tax source other than the actual rates. There being no further discussion, Mayor Schwartz adjourned the meeting at 2:25 p.m., April 11, 1977. HEARING ROOM, CITY HALL Roll Call PRESENT: Councilmen Dunin, Gurnee, Jorgensen, Petterson, and Mayor Schwartz ABSENT: None City Staff PRESENT: J.H. Fitzpatrick, City Clerk; R.D. Miller, Administrative , Officer; Wayne Peterson, City Engineer; Rob Strong, Director of Community Development 1. Mayor Schwartz, on behalf of the City Council, presented a Council resolution of appreciation to Police Lieutenant Larry G. Lundsford upon his graduation from the FBI Academy in Virginia. 2. The City Council discussed a future proposed work -study program for the City Council as presented by the Mayor for discussion purposes for the fiscal year 1977 -78 to include: a) Method of appointment of Advisory Boards commissions and . committees; and b) A study of the number and responsibilities of Advisory Boards After some discussion by the City Council, it was moved by Councilman Dunin, seconded by Councilman Gurnee that the Council Management Committee (Gurnee and Petterson) study and review the activities, responsibilities and charge of the Advisory Boards and commissions and committees of the City with a report to be returned to the Council within 6 months, and that the exist- ing members of all boards, commissons and committees be extended until that time of the final report. Motion carried. AYES: Councilmen Dunin, Gurnee, Jorgensen-and Petterson NOES: Mayor Schwartz On motion of Councilman Gurnee, seconded by Councilman Jorgensen that the City Council adopt the suggested meeting schedule as presented by Mayor Schwartz as follows: 1 1 1 City Council Minutes April 11, 1977 Page 2 a) First and third Tuesdays 7 p.m. - regular business meetings b) Second Tuesdays 7:30 p.m. - regular study sessions devoted primarily to items of public interest and meetings with advisory bodies; no normal business items c) First and third Mondays at 12:10 p.m. - special study sessions devoted primarily to work -study program; no business items d) Second Mondays at 12:10 p.m. - reserve date for emergency items only e) Wednesdays at 12:10 p.m. - used on call during the months of April, May and June "for C.I.P., employee negotiations and budget study sessions only; no business items Motion carried. All ayes. On motion of Councilman Jorgensen, seconded by Councilman Dunin that the City Administrative Officer make a bi- monthly report to the City Council on his administrative activities for the past two months. Motion carried. At 9:25 p.m., the Mayor called a recess. At 9:35 p.m.. the meeting recon- vened. The City Council then discussed suggested appointments to the various City and County wide committees requiring representation from the City Council. On motion of Councilman Gurnee, seconded by Councilman Dunin the following appointments were approved: Area Planning Council - Whale Rock Commission - Zone 9 Advisory Committee - Solid Waste Committee - CCJC - CCIPC - City Select Committee - Water Advisory Board - Councilman Jorgensen (alternate - Gurnee) Mayor Schwartz Councilman Gurnee (alternate - Dunin) Councilman Dunin Councilman Petterson Councilman Petterson and Mayor Schwartz Mayor.Schwartz Mayor Schwartz (alternate- Jorgensen) Appointments approved by the City Council. Motion carried. Mayor Schwartz announced that the City Council would adjourn to Executive Session and that the City Council work -study program would be continued to a future study date by the City Council.
