extension of Calle Joaquin on.-City owned Laguna Lake Park property.
A) R.D. Miller, Administrative Officer, submitted the following letter on
the comparative. staff study:
Attached is a comparative analysis of alternate designs and sites for the
branch fire station, prepared by the Fire Department administrative staff
(primarily Battalion Chief Mike Park, project manager) on a crash basis on
Council direction last week.
In reviewing this material, I determined the following:
1. We are talking about two different sized facilities, two different
types of construction, two different estimated building lives, two different
sets of maintenance implications including painting, etc.
2. None of the alternatives includes.street work which on the Los Osos
Valley - Madonna Road corner site would amount to approximately $27,000 and
an unknown quantity on the park site, depending on the possible necessity
of negotiating with John Kuden for joint use of an access road.
3. Mr. Fickes does not go .along with-lesser compaction and drainage on
nonstructural bearing portions of the corner site and has also added
$17,250 as a current inflationary factor.. Therefore his current estimate
would-place the total-at about $214,000 including architectural fees but
not street work.
4. None of the alternatives include approximately $14,000 which would be
requested in next year's Fire Department..budget for supplemental work and
furnishings.
Whichever way the Council goes, I believe we should give the City Engineer
a few days to evaluate the various factors involved.
If the park site is preferred, we should also have Jim Stockton secure a
final determination on whether or not-we would have to reimburse land and
water conservation funds (perhaps $100,000). In that event., we should also
secure an EIR determination from the ERC. On the matter of traffic
access, it appears we might have to share an access road on property
owned by John Kuden in order to provide safe entry into the Calle Joaquin
intersection.
If the alternate for a metal building is selected, we should also continue
our investigation of appropriate methods of securing proposals on a design -
and- construct basis as a practical and legal method of securing competition
but at the same time avoiding .City sponsored design costs.
B) Lee Schlobohm, Fire Chief, submitted the following report on fire
station No. .4 compartive site and building study:
In response to the City Council's request for more information regarding
absolute costs relating to the Jim Fickes fire station design as compared
to a metal building as proposed by John King, the attached packet should
illustrate the statistical differences. .
It will be noted that by further judicious modification of the Fickes design,
the net result of the deletions and changes should permit construction of
the original design for approximately $167,000 plus architect's fees
($27,743 total). It should be noted that this total ($195,268) does not
consider the fact that recent inflationary pressures in construction may
result in a total of more than $200,000 if the project is carried out.

The attached drawings (Exhibits D,.E, F, and G) are conceptual designs
only and are intended to show that either of the two designs being
considered can relate to either of the'two sites.under consideration:
It will be noted that.all four fire station plans include space in the
apparatus rooms for a pumper and a reserve pumper. This is.standard
practice and cost effective since vehicle garaging space is the least
expensive-portion of a fire station. I do not recommend providing space
for a third pumper or for a ladder truck at this time, although all plans
include the capability.for future.expansion if the need arises.
The alternate location on Madonna Road (Site 2) is on Laguna Lake Park
property immediately west.of.the vacant lot (private property) adjacent to
the Royal Inn Motel. In the event the Council wishes to utilize this
portion of the park property for the fire station, it may be that the
$50,000 - 100,000 obtained from the sale.of this surplus property could
help defray the construction-cost of the.fire.station. It would be
necessary, however, for the Council.to determine whether the City's
acceptance.of State grants for.Laguna Lake Park development would prevent
use of this portion of City property for other than park purposes. Please
note Exhibit A.regarding anticipated site work.at the two proposed-loca-
tions, based on soils tests.
Likewise, sale of a 150' x 300' portion of Laguna.Lake Park property
adjacent to the private property near Calle Joaquin could serve to defray
the fire station costs on the.original site on.Los.Osos Road. We are not
advocating this action, but mention this for comparison.purposes.
There are, of course, many other locations on Laguna Lake Park property
fronting Madonna Road which could serve as fire station sites, however,
they appear to be less desirable due to aesthetic and traffic safety
reasons and would save only $2000 in site preparation costs.
In conclusion, I am not overly impressed with the proposal for a less
permanent metal building, especially on park property, however, if the .
Council is unwilling to allow us to go to bid on the existing Fire
Department plan (in which we have $18,000 invested-to date), Mike Park
and I will proceed to work on (1) further . modification and /or.redesign of .
the Fickes plan, (2) preparation of plans and specifications for a less
expensive..metal or Type V structure including-solicitation of proposals
on a design and construct basis, or (3) any other concept the Council may
direct.
C) Myron J. Graham, former City Councilman, submitted the following
.comments on fire station No. 4:
A few comments from a former Councilman. After having been on the ground
floor on the subject of the Laguna Fire Station and knowing the beginning
sequences and conditions voted on and established by the "then" Council,
I find it difficult to accept the ethical injustice given the architect.
He was operating under the complete guidance of the staff and Council -
providing a quality building plan - San Luis could be justly proud.
If it is the wish of the "today's" Council to disregard the $14,000 plus
existing architect fee (adding that amount to cost of proposed metal build-
ing and its design costs) to save the approximately $22,000 on the Laguna
soil site, I feel it only justified and ethical to let the original con-
tracted architect revise existing plans or submit new scaled down plans of
price range of that proposed building by Mr. Ring - old site or new site.
If this is not the wish of the Council, at least.have the courtesy of not
leaving the architect "hanging" for not fulfilling at a lower cost the
expensive dream by staff and Council.

Consider the many C.I.P. projects the past two years - few have stayed within
the architect or engineer estimate, yet the Council went on with these
projects. The list is quite sizeable.
I support the proposed existing plan and favor the consideration of the new
site.
D) Hike J. Park, Fire Marshal and Project Manager of fire station No. 4,
submitted the following report on alternative sites and construction of
fire station No. 4:
To adequately understand the following report, I will refer to the different
building sites as follows:
Site 1; the original site at Madonna and Los Osos Road.
Site 2; the Laguna Lake Park's easternmost point on Madonna Road.
After meeting with the soils engineer from West Coast Labs and the architect,
the following information was compiled.
SITE 1: It was discovered that.the $22,000-for special site work included
sidewalks, decorative concrete walls, car bumpers, striping, and, in addition
a drainage system raising the entire property so that it would drain
properly. If the site were prepared.for a building only, the following
would be the necessary requirements:
a. Remove-and recompact.6' average depth below building and
5' beyond perimeter. Assume excavated.area = 5000 square feet.
Total volume of excavation = .30000 cubic feet = approximately
' 1100 cubic yards. Assume unit price of $3 /cubic yard - $3,300.
b. Provide 18" of select import under the building slab.
Assume 5000 square feet for ease of construction - 750-0 cubic
feet 300 cubic yards. 300 cubic yards @ $4 = $1,200.
Total = $4,500
In speaking with the City Engineer,. it was.estimated that an additional
$4000 would cover the necessary imported fill material to provide the site
with adequate drainage so the-total cost to establish a fire station on
this site would be $8500.
SITE 2: This site has an average of 6'. of old junk fill with Serpentine
rock below. It would require removal.-and recompaction in the building
area. It would also require removal and compaction of about two feet in
the parking area. This is figuring on standard building footings. This
cost would be similar to that of Site 1, and
In summary, the soils engineer stated that Site 2 does have the least site
work. However, either of the sites could be used for under $8500 worth of
special site work. It was his opinion that considering these factors and
the costs, we should not sacrifice location for this small amount of special
work.
He then submitted a comprehensive report on cost estimates for sites 1 and 2
and Fickes Vs. King buildings, with total estimated cost as follows:

E) Wayne Peterson, City Engineer, submitted the soil report prepared by
Central Coast Laboratories on alternate fire station site on Madonna
Road adjacent to the Royal Inn. The City Engineer also reviewed for
the. City Council the traffic condition at both sites 1 and 2 and
implications could have on the operation of fire department
vehicles.
F) James T. Fickes, Architect, spoke to the City Council in support of his
original design proposed for fire station.No. 4 located at the corner
of Los Osos Valley Road and Madonna Road, as he felt his design on
this.size lot lent itself to a good development. He felt that with
the addition of-landscaping, bike paths-and library reading room it
would make a good environmental location. He.also stated that the
building designed by him would be the best for the site. He also
felt his building was the minimum for the city staff and fire station
operation. He urged the Council to go ahead and increase the budget for
fire-station No. 4 as.he.suggested and move.ahead with his original
design and proposal.
John King, Building Contractor, stated he submitted his proposal as an
alternative to the architect's custom designed fire station. He felt that
his building would serve the City well and could be built at a lower cost
than the custom designed station.. He continued that it was his impression
that at the last Council meeting, the Council was impressed from that
proposed by the architect, a. building that could be built at a lower cost
and still adequately serve the Laguna neighborhood with fire protection.
The City Council then held a discussion with City staff on the original
consideration given to site:No. 1, Los Osos Valley Road and Madonna Road,
including building design, site orientation, departmental organization, etc.
Consideration of fire station No. 4, site No. l and 2 was continued for
further staff.input,.with the City Administrative Officer to analyze all
information and submit-report and final recommendation to Council.
2. On motion of Councilman Petterson, seconded by Councilman Gurnee,
the meeting adjourned at 1:25 p.m. to 12:10 p.m. Monday, May 2, 1977.
