C -21 R.D. Miller, Administrative Officer, announced the promotion of Fred
McCowen from the position of Janitor to Maintenance Man II effective 5 /2/77
at Step 1 or $802 per month.
C -22 On motion of Councilman Gurnee, seconded by Councilman Jorgensen,
the request of Bill Hart, Holser's Attic, for approval to hold a sidwalk sale
in the 800 and 900 blocks of Monterey Street on May 7 from 9 a.m. to 6 p.m.
was approved. Motion carried.
C -23 On motion of Councilman Gurnee, seconded by Councilman Jorgensen,_
the request of Neal Alston, City employee, for.the City to provide legal
defense in the suit of Albaugh vs. the .City of San Luis Obispo, Neal
Alston, et al was approved. Motion carried. Mayor Schwartz absent.
On motion of Councilman Jorgensen, seconded by Councilman Dunin, the
meeting adjourned.to 12:10 p.m.. Monday, May 9; 1977. Motion carried.

ADJOURNED MEETING OF THE CITY COUNCIL
CITY OF SAN LUIS OBISPO
MONDAY, MAY 9, 1977 - 12:15 P.M.

PRESENT: Councilmen Dunin, Gurnee, Jorgensen,_.Petterson and
Mayor Schwartz
ABSENT: None

PRESENT: J.H. Fitzpatrick, City Clerk; R.D. Miller; Administrative
Officer; Terry Sanville
1. The City Council set noon, Monday, May 23, 1977 as a study session
to receive the preliminary parking and circulation plan prepared by the
consultant; Wilbur Smith & Associates.
2. The City Council set noon,.Wednesday, May 25, 1977 as an Executive.
Session to hear..appeal of William M. Olivera for - dismissal from City
employment.
3.. The City-Council continued -their discussion
of their 1977/78 Work
Study Program, using Mayor
Schwartz's April 1, 1977
work program letter as
a source document.
The City Council discussed
adopting broad statements
on goals and objectives
for staff and their direction, including such items
as 1) economic-base,
2) tourism, 3) commerce, 4)
housing, 5) utilities,
6) safety services, and;
7) recreation and cultural
activities, etc.
The City Council also discussed several issues which they felt had significant
long -range impact on the City of San Luis Obispo such as 1). growth management,
2) supplemental water, 3) City Center plan, 4) land use regulations, and;

5) personnel.policies and procedures. They then held a long discussion on the
status of the Center City specific plan and its economic implementation. The
Council discussed such items as 1) parking and circulation, 2)_-retail and
service operation extensions, 3) governmental and Civic Center plan, 4)
cultural center development, and; 5) Mission Plaza extension.
Terry Sanville, Associate Planner, reviewed for the Council a 1975 staff
prepared plan of the central business district, including the staff's think-
ing on circulation, parking, street crossing, Civic Center expansion, etc.
' The City.Council asked, after the discussion, that Terry Sanville develop for
their consideration, broad policy for future to develop a concept plan for
the central business district, the work program to set forth policy questions
including parking, partial mall concepts, etc.
4. On motion of Councilman Dunin, seconded by.Councilman Gurnee, the
meeting adjourned at 2:00 p.m. to 7:30 p.m., Tuesday, May 10, 1977. Motion
carried.
