1. Gordon Johnson, Personnel Director, reviewed for the City Council;
the details of the Memorandum of Understanding (M.O.U.) with the Firefighter's
Association for 1977/78 fiscal year..
On motion of Councilman Gurnee, seconded by Councilman Dunin, the following
resolution was introduced: Resolution No. 3360 (1977 Series), a resolution
of the Council of the City of San Luis Obispo acknowledging execution of a
Memorandum of Understanding with the City Firemen's Association for 1977/78.
Passed and adopted on the following roll call vote:
AYES: Councilmen Dunin, Gurnee, Jorgensen, Petterson and Mayor Schwartz
NOES: None
ABSENT: None
2. Gordon Johnson, Personnel Director, reviewed with the Council an
amendment that must be made to the Memorandum of Understanding (M.O.U.) to
clarify the section in the M.O.U. relating to educational incentive for the
City Employees Association. He continued that in compiling the consolidated
M.O.U., he included the existing educational incentive program taken from
the 1971 M.O.U. between the City and SLOCEA with one exception. He forgot
to state those job classifications which are eligible to participate in the
educational incentive plan.. Therefore, he recommended that the City
Council approve the following amendment to the M.O.U. following the first
sentence of Article III G of the SLOCEA M.O.U. as follows:
Incentive pay benefits will be available to those below
the rank of Social Services Assistant (Administration);
Property and Procurement Officer (Finance); Planning
Assistant, Planning Division, Plan Check Engineer,
Building Regulation Division and Engineering Assistant,
Engineering Division (Community Development); Senior
Recreation Leader (Parks.& Recreation); Engineering
Assistant (Public Services); Building & Parks Maintenance
Superintendent (Parks Division); Utilities Engineer/
Superintendent, Utilities Division and Street Superintendent,
Street Division (Public Services).
On motion of Councilman Gurnee, seconded by Councilman Jorgensen, that the
Council accept the amendment to the M.O.U. and direct the Administration to
prepare necessary documents to implement amendment to M.O.U. Motion
carried, all ayes.
3. City Council then continued their discussion of the draft of the
Declaration of Intent by the City and County of San Luis Obispo regarding
the location of County facilities within or near the City of San Luis
Obispo. Areas discussed and their effect on the City were: 1) Downtown
Courthouse Site, 2) Johnson Avenue Site, 3) Marsh Street Site, 4) South
Street Site, and; 5) County Airport Uses and Expansion.
The following was the general consensus of the proposed relocation of County
facilities on various sites in or near the City of San Luis Obispo:
1. Downtown Site to continue with the courts and County Administrative
Offices. City would cooperate with County to provide additional
parking and improved circulation, and would also cooperate in
developing new central library and cultural center in downtown area.
2. Johnson Avenue Site to continue-.with Cou_nt.y Health Services unless
declared surplus by County in future.
3. Marsh Street Site to be developed for Human Services needs, juvenile,

welfare and possible future integration of health services or
other non - court /administrative office use. (City Council could
consider limiting extension of utility services at Marsh Street
site for only human services or health development, but not courts
or administrative office uses.)
4. South Street Site to be used for residential purposes only as shown
on adopted General Plan and South specific plan.
5. Question on County Airport Site uses, especially, if more intensive
uses are contemplated, particularly, the extension of utilities.
4. At 1:40 p.m., City Council adjourned to Executive Session.
5. City Council adjourned at 2:20 p.m. on motion of Councilman Gurnee
seconded by Councilman Jorgensen, to 7:15 p.m., Tuesday, June 28, 1977, to
continue their Executive Session on Personnel. Motion carried.

1. City Council adjourned to Executive Session.
2. On motion of Councilman Gurnee, seconded by Councilman Dunin, the
meeting adjourned at 7:30 p.m., to 7:30 p.m. Tuesday, June 28, 1977, in the
Council Chambers of City Hall.
