Staff recommended that the Council direct the Finance Department to fund an account
with $1,600 out of General Fund Reserve and immediately forward a check to the
County for $500. The Mass Transportation Committee would be directed to work
with Grass Roots II to develop a more efficient system to serve the community.
On motion of Councilman Jorgensen, seconded by Councilman Gurnee, to appropriate
$500 from Miscellaneous Expense out of the - General Fund to the Area Planning
Council for partial support of Grass Roots II van.
Passed and adopted on the following roll call vote:

Mayor Schwartz
NOES: None
ABSENT: None
There being no further business to come before the meeting, the meeting adjourned

Council discussed
the proposed City Utility Extension to the San Luis
Obispo County
Airport
and conditions for extending City sewer and water service to
the County Airport.
Wayne Peterson, City Engineer, submitted the following as suggestion of items to
be included in the proposed agreement with the County of San Luis Obispo.
PROPOSED - AGREEMENT
The City of San Luis Obispo, herein called the City, and the County of San Luis
Obispo, herein called the County, agree to the following:
1. The County will be allowed to extend the water and sewer lines from their
present terminus on Broad Street to the San Luis Obispo County Airport.
2. The total cost of Engineering, right -of -way, and construction of the
facilities shall be born by the County subject to reimbursement as pre-
scribed in Sections 7410.6 and 7500.5 of the City Municipal Code.
3. All easements purchased by the County shall be deeded to the City and
shall be. approved by the City Engineer.
4. Both sewer and water lines shall be sized to serve the airport facilities
only. No oversizing shall be allowed. The design shall be approved by
the City.
5. The County agrees to reimburse the City for capital investments made in prior
years in the form of $1,000.per..acre of area for water facilities and $394.644
per acre for sewer lift stations installed along Broad Street. It is not
intended that the acreage charges be made against . runway portions of the
airport, but only against those portions which are or will be developed.
6. The County agrees to provide the City all- weather access to each valve and
manhole for maintenance purposes.

7. The City agrees to review and consider adopting the Airport Master Plan.
8. The County agrees to prohibit any tie -ins to the new sewer and water lines
except as approved by the City. It is intended that these utilities serve
airport facilities i.e. hangers, passenger facilities, office, etc. and not
,unrelated commercial, industrial, or manufacturing development in or adjacent
to the airport.
9. The County agrees to operate and maintain the airport in such a way so as
to prohibit the use of the airport,by high noise producing pure jet aircraft.
10. The County agrees to consider the adoption of the City's land use plan in
the area of the airport.
11. The County agrees to pay for water and sewer service in the manner and at
rates called for in the City's Municipal Code and resolutions.
R.D. Miller, Administrative Officer, stated that the suggestions of Wayne Peterson
had been reviewed by the City Attorney and himself, and felt they constituted
suitable items for initial discussion and negotiation.
Commenting on Wayne's provisions, he had the following alternate suggestions:
Under Item 7 revise this to have the City agree to review and adopt the Airport
Master Plan. Likewise reword Item 10 to have the County agree to review and
adopt the City's land use plan for those areas outside the City and within the
City's urban reserve line. For clarification purposes amend Item 11 to add
(outside City rates).
The City Council discussed the suggested conditions to be included in any agree-
ment between the City and the County for extension of utilities to the airport.
It was the feeling of the City Council that the proposed agreement should be very
specific as to both the City and the County responsibilities under the agree-
ment. Every possible condition should be clearly spelled out to avoid future
recrimination by either party. Some of the areas of-concern that were discussed
at length were: 1) Who or what would be served by City utilities; 2) Which agency
would own easements; 3) Which agency would maintain easements and utility lines;
4) Under what conditions should City adopt the Airport Master Plan and under what
condition and how much of the City's Master Plan should the County,adopt; and
5) Where should County connect to City's utility system, etc.
The City Attorney was requested to bring back for Council consideration a new
draft of the City /County agreement to extend utilities to the airport based on
discussion by the City Council this date.
2:05 p.m. Councilman Gurnee left the meeting.
3. In addition to the Regular meetings scheduled for August, 1977, the City
Council set the following meetings:
Tuesday, August 23, 1977 - 7:30 p.m.
Wednesday, August 24, 1977 - 12:10 p.m.
Tuesday, August 30, 1977 - 7:30 p.m.
