CITY OF SAN LUIS OBISPO
TUESDAY, NOVEMBER 8, 1977 - 7:30 P.M.

1. The City Council reported.on activities of the following.Council Subcommittees:
A) Area Council of Governments Councilman Settle
B) C.C.C.J.C. Councilman Petterson
C) Water..Advisory Board Mayor Schwartz
D) Whale Rock Commission Mayor Schwartz
E) Zone 9 Advisory Committee Councilman Dunin
2. The City Council continued their discussion of future water needs of the
City from their meeting.of November 7,1977_. The following motion was continued

"On motion of Councilman Jorgensen, seconded by.Mayor Schwartz,.that the City
Council prepare - Advisory Ballot Questions for inclusion on.the June,-197.8 Primary
Ballot on water needs, etc."
The City Council discussed at length the advisability of holding an advisory
election to get input from the voters on water needs, quantities, etc. and also
what the Council would.expect to do with the information derived from.the Advisory
_Ballot. The -City Council also discussed the effect of the'populatioh densities
shown in the 1977 General Plan and its effect on present water supply and "need
for supplemental water for the city to meet the population goals of the General
Plan.
Motion lost on the following roll.call vote:
AYES: Councilman Jorgensen and Mayor Schwartz
NOES: Councilmen Dunin, Petterson and Settle
ABSENT: None
2.A The City Council considered the request of County-Engineer George C.
Protopapas for some indication from the City Council of the possible need of the
city to procure additional water. The County Engineer was requesting the same
information from all water agencies in the County as a planning tool for prepar-
ation of plans for developing• ..commitments of water from the State Water Plan
through the Coastal Brancti.of'th'e�Aqueduct. This commitment would not be bind-
ing on any agency but was only for planning purposes; if the County's of Santa
Barbara and San Luis Obispo proceeded.with the Coastal Branch of the system.
The information was needed for studies as to alternatives for sizing, routing,
turn outs, capacity, etc.

The City Council discussed various potential needs of the city as to supplemental
supply of water, benefits of State water vs. Nacimiento, need for managing growth
to keep pace with facilities, etc., or even whether supplemental water should be
procured.
D.F. Romero, public services director, read from the Engineering Science Report,
City of San Luis Obispo Water Supply Study, Page I -3, which stated that the City
' of San Luis Obispo would have to import up to 3600 acre feet of water in order
to meet the full development of the city's 1976 General Plan.
On motion of Councilman Petterson, seconded by Councilman Dunin, that the City
Council accept the recommendation of ES of a future need of 3600 acre feet of
supplemental water for the city and so inform the County of San Luis Obispo for
their planning purposes.
Motion carried on the following roll call vote:
AYES: Councilmen Petterson, Dunin, Settle and Mayor Schwartz
NOES: Councilman Jorgensen
ABSENT: None
The City Council then discussed the need for the Council to adopt a Growth
Management Policy for development of the city. Monday, November 21, 1977
was set for a Council Study Meeting on "Growth Management ". The City Admin-
istrative Officer was directed to prepare a staff report for discussion purposes.
3. The City Council reviewed the recommended amendments to the Zoning
Regulations "Parking and Driveway Standards ".
Allen Grimes, city attorney, submitted a letter to the City Council regarding
the proposed Parking and Driveway Standard amendments to the Zoning Regulations,
particularly to the section dealing with "Common- Access of Common Driveways ".
He stated that based on this past years' experience with these matters the
disadvantages outweighed the advantages of common- access driveways and he
recommended that the City Council not approve this amendment and delete all
reference to common- access driveways from the Municipal Code.
Dan Smith, senior planner, and Terry Sanville, planning associate, asked the
Council to continue to allow common- access driveways in,the city as this is
the only provision that many times allowed the development of odd shaped lots,
steep lots or other lots in the city difficult to develop due to topography,
etc. They urged the Council to leave these regulations in as they had only
been used when no other method of development was feasible.
9:40 p.m. Councilman Jorgensen left the meeting.
Councilman Dunin suggested that consideration of the proposed Zoning Regulations
Amendment be continued for discussion by the full Council and he also felt that
these amendments should be reviewed by the Contractor's Association and developer
organizations.
The City Council then reviewed the recommended amendments to the Zoning Regulations,
section by section, reviewing intent of amendments with city planning staff.
After this review, the amendments were sent back to the planning staff for
' cleanup of wording, etc. as discussed with Council.
4. There being no further business to come before the Council, Mayor Schwartz
adjourned the meeting at 10:25 p.m.
