COUNCIL HEARING ROOM, CITY HALL Roll Call ' Councilmen PRESENT: Councilmen Dunin, Jorgensen, Petterson, Settle and Mayor Schwartz ABSENT: None City Staff PRESENT: J.H. Fitzpatrick, City Clerk; Allen Grimes, City Attorney; R.D. Miller, Administrative Officer; D.F. Romero, Director of Public Services; Jim Stockton, Director of Parks and Recreation A. Council adjourned to Executive Session at 12:05 p.m. re property acquisition. Council returned to Regular Session at 12:25 p.m. Additional Staff Present: Terry Sanville, Planning Associate; Rudy Muravez, Director of Finance; Henry Engen, Director of Community Development; Roger Neuman, Police Chief; Wayne Peterson, City Engineer 1. Rudy Muravez reviewed for;.the City Council the new monthly financing reports being prepared for their information, summarized as follows: 1) Comparative revenue by.-source; 2) Comparative expendizaie by activity 3) Consolidated fund balances - 1976/77 acutal ending balances and 1977 -78 projected. 4) Summary revenue and restricted deposits; 5) 1977/78 operating budget summary by activity; 6) 1977/78 capital budget by C.I.P. catagory; and 7) Projected fund statements for each budgetry fund. Reports were ordered received and filed. 12:50 p.m. Councilman Dunin left the meeting. 2. Request of the Citizens' Advisory Committee that Council authorize a public notice to advertise the City Council Study Session of December 5, 1977 on mixture of group housing in single family zones. 1:00 p.m. Councilman Dunin returned to meeting. On motion of Councilman Jorgensen, seconded by Councilman Settle, that the City Council accept the Citizens' Advisory Committee's recommendation and advertise the Council Study Session of December 5, 1977. Motion carried. The City Attorney and City Clerk were asked to prepare an ad for publication of the December 5, 1977 Council meeting. The following Emergency Item was added to the Agenda: X. Recommendation from the city staff regarding master planning of County facilities within the city limits of San Luis Obispo as follows: "Based on our perception of the county's commitments and processes, it is city staff opinion that, unless a timely action is taken by the city to provide the county with an attractive master plan alternate, Marsh Street will likely become the ultimate county choice for the majority of county facilities within the city. The county has not committed itself to the purchase of land nor have there been expenditures which dictate a Marsh Street site. However, time appears to be of City Council Minutes November 21, 1977 Page 2 the essence if the city and county are to salvage the favorable concepts contained in the Alternate r -C downtown option. The following statement is not designed to answer all of the questions confront- ing both city and county. It is intended to provide conceptual approval most critical to solving short -range facility problems and to retain a bi -polar approach with a reduced human services center on Johnson Avenue and a strengthened courts and administration center downtown. 1. Recommend that the county consider the following development policies for I the Johnson Avenue site: (a) Portions of county land northeast of Johnson Avenue be declared surplus (excluding the hospital and parking facilities). (b) County land southwest of Johnson Avenue next to County Schools' offices be considered for new human services facilities including juvenile hall, thus allowing expeditious construction of the badly needed juvenile facilities and removing the need for acquisition of additional properties in the area. 2. Recommend that the county consider preparation of a master plan for expansion of county facilities downtown. 3. Commit the city to a long -range program to initiate the acquisition of land and development of parking and circulation improvements to facilitate expan- sion of county facilities downtown. 4. Commit the city to participate in preparation of county expansion plans and to incorporate these plans into a comprehensive downtown specific plan." On motion of Councilman Settle, seconded by Councilman Dunin, that the City Council accept the staff recommendation on master planning of county facilities within the city, notify county staff of Council action and set a public hearing on the proposed resolution for Tuesday, December 6, 1977. Motion carried, all ayes. 3. Consideration by the City Council of steps to take to adopt a "Growth , Management Plan" for the City of San Luis Obispo. Terry Sanville presented the following information for an outline for Council discussion: "The following outline does not attempt to present the latest growth management techniques that might be used by the city. It is intended to give the Council an opportunity to state: 1) What type of growth management program should be established; 2) What methods should be used to meet growth management objectives; and 3) How a growth management program should be instituted. Council response to the fourteen questions listed will give the planning staff direction to begin design of a growth management program. However, unless other regular work program items (such as preparation of the General Plan housing, cir- culation, and open space elements) are deferred, development of a growth management program cannot begin until next fiscal year. A. OBJECTIVES: What do you want to accomplish? 1) Should the ultimate size of the city be limited? 2) If so, what should determined the ultimate size (water and sewer capacity; air quality; citizens' desires for community scale and character)? 3) Should the growth rate be controlled? ' 4) If sb;. what should - determine the rate (desire to= stretch.avaiiable resources over a certain time; ability of the community to assimilate new residents and development, in terms of physical facilities or citizens perceptions of an acceptable pace of community change)? 5) To what extent should the "quality" of growth be controlled (location, appearance, and so on)? 6) To what extent does achievement of one type of objective (A ze, rate, quality) help achieve another?
