Schwartz ABSENT: None City Staff PRESENT: Allen Grimes, City Attorney ----------------------------------- - - - - -- 1. The City Council adjourned to Executive Session to discuss a personnel matter. 2. City Council reconvened into Regular Session -- all Councilmen present. City Staff PRESENT: J.H. Fitzpatrick, City Clerk; R.D. Miller, Administrative Officer; Allen Grimes, City Attorney; Rudy Muravez, Finance Director; Dave Romero, Public Services Director; Robert Mote, Utilities Engineer; Roger Neuman, Police Chief; Richard Minor, Fire Chief; Jim Stockton, Director of Parks & Recreation; Henry Engen, Direc- tor of Community Development; Wayne Peterson, City Engineer 3. The City Council briefly discussed the proposed transfer of the Salinas Reservoir from the Corps of Engineers to the San Luis Obispo County Flood Control and Water Conservation District. The general consensus of the City Counci was that they would adjourn their study meeting of June 7, 1978 at 1:00 p.m., in order that all the Councilmen could attend the County Water Resource Advisory Committee Meeting -- at that time to hear thepresentation by the Corps of Engineers on a proposed transfer of the Salinas Dam and Reservoir. 4. The City Council began their review of the Proposed 1978 -1979 City Budget. Richard D. Miller, Administrative Officer, reviewed for the City Council the highlights of the 1978 -1979 budget stating that the budget given to the City Council was based on the fact that the so- called Jarvis -Gann Initiative would pass on June 6, 1978. He stated that the budget was 7.2% greater than the current year's budget or an increase of $863,339.00. The total 1978 -1979 budget was $12,928,821.00. R. Muravez, Finance Director, then reviewed for the City Council, the following financial documents of the 1978 -1979 budget: Page I -1 - The Comparative Revenue Analysis Page I -5 - Comparative Expenditure Analysis Page I -9 - 1978 -1979 Appropriations Summary Page I -14 - The Consolidated Fund Analysis Page I -15 - The Personnel Position Summary Page I -17 - The City Fund Statements R.D. Miller, Administrative Officer, reported that the various department heads had requested 37 additional full -time positions and that he, as Administrative Officer, was recommending 11 positions as follows: City Council Minutes June 5, 1978 Page 2 5 - Police Dispatchers (seven months) 1 - Fire Fighter 1 - Planning Technician (Enforcement) 1 - Building Inspector (six months if needed) 1 - Accounting Technician (Engineering Division) 1 - Swimming Pool Maintenance Technician 1 - Public Works Inspector The City Council considered their budget discussion to Noon, Wednesday, June 7, 1978. 5. Administrative Officer, Richard D. Miller, brought to the Council's attention, the following emergency item for Council's consideration which was the processing of the Ferrini Annexation and Prezoning Project. -- No Councilmen objected, therefore, Henry Engen, Community Development Director, stated that to comply literally with the provisions of the Municipal Organization Act of 1977, the City Council should adopt a resolution which would convert the May 2, 1978 minute action into a formal resolution initiating proceedings to consider the Ferrini Annexation. On motion of Councilman Petterson, seconded by Councilman Settle, the following resolution was introduced: Resolution No. 3576 (1978 Series), a resolution of the City Council of San Luis Obispo to initiate proceedings for review and consideration of the Ferrini Annexation Project. Passed and adopted on the following roll call vote: AYES: Councilmen Petterson, Settle, Dunin, Jorgensen and Mayor Schwartz NOES: None ABSENT: None 6. There being no further business to come before the City Council, Mayor Schwartz adjourned the meeting at 2:00 p.m.:to 12:10 p.m., Wednesday, June 7, 1978. APPROVED: July 18, 1978 A.
