Miller, Administrative Officer, announced that the San Luis Obispo City Employees' Association:had reached an agreement and had signed a memor- andum of understanding with the.City, but that the Police Officers' Association and the Firefighters' Association had not done so and that they were asking the City Council to consider a resolution giving both organizations a Notice of Intention to adopt wage and benefit packages without formal understanding. Mayor Schwartz asked if anyone present had something to bring to the Council's attention on this matter. William Calloway,.President of the Firefighters' Association, stated he objected to the Council's proposal of unilaterally adopting a wage and benefit package for the Fire Department. He felt that the Firefighters' Association had gone down as far as they could in their negotiations with the City management and anything that was cut-now would come out of the existing salary. He stated his association would not sign the M.O.U. as submitted. Mike Povero, Firefighter, and member of the negotiating team, felt that each year that he had been involved, the City's management team became less-and less willing to honestly negotiate under meet - and - confer rules of the Milias- Meyers- Brown Act and they only dictate what the City will do, not what was fair to the firefighters. R.D. Miller, Administrative Officer, stated that.the employees still had time to come to an agreement as the Council's action was set for August 1, 1978, to to adopt an agreement unilaterally for all employee groups. Mike Povero continued, upon question, that his unit felt that any future talks with the City would be fruitless as they felt the City Staff did not intend to mdet_and- cgnfdiein ariy fairness to their employees. Dale Strobridge, Police Officers' Association, reiterated his previous opinion 1 that the City Council did not need the so- called state bail -out money under Proposition 13 as the City had too much money now.-and was not a necessary item. He felt it was only being done at the expense of the city employees salary and fringe benefits. He did not feel that Proposition 13 voted by the people intended to make city employees the victims of the entire action. He felt that the Police Officers' Association was willing to negotiate for a package. He also felt that the City Council should consider that the impound money for employees salaries be placed in the bank and that any interest be allocated back along with the salary increases if they are unfrozen by the state. On motion of Councilman Jorgensen, seconded by Councilman Dunin, the following resolution was introduced: Resolution No. 3611 (1978 Series), a resolution of the Council of the City of San Luis Obispo giving notice-of intention to adopt a wage and fringe benefit package for certain Police Officers' Association personnel without a formal memorandum of understanding. Passed and adopted on the following roll call vote: AYES: Councilmen Dunin, Jorgensen, Petterson, Settle and Mayor Schwartz NOES: None ABSENT: None On motion of Councilman Jorgensen, seconded by Councilman Petterson, the follow- , ing resolution was introduced: Resolution No. 3612 (1978 Series), a resolution of the Council of the City of San Luis Obispo giving notice of intention to adopt the wage and fringe benefit package for certain Firefighters' Association personnel without-a formal memorandum of understanding. Passed and adopted on the following roll call vote AYES: Councilmen Dunin, Jorgensen, Petterson, Settle and Mayor Schwartz NOES: None ABSENT: None City Council Minutes July 17, 1978 Page 3 On motion of Councilman Petterson, seconded by Councilman Jorgensen, the following resolution was introduced: Resolution No. 3613 (1978 Series), a resolution of the Council of the City of San Luis Obispo acknowledging execution of a Memorandum of Understanding with the City Employees' Association for 1978 -1979. Passed and adopted on the following roll call vote: AYES: Councilmen Dunin, Jorgensen, Petterson, Settle and Mayor Schwartz NOES: None ABSENT: None On motion of Councilman Jorgensen, seconded by Councilman Settle, the following resolution was introduced: Resolution No. 3614 (1978 Series), a resolution of the Council of the City of San Luis Obispo establishing salaries for certain management personnel and superceding previous salary resolutions in conflict. Passed and adopted on the following roll call vote: AYES: Councilmen Dunin, Jorgensen, Petterson, Settle and Mayor Schwartz NOES: None ABSENT: None 4. 1:30 p.m., the City Council adjourned to Executive Session. 2:00 p.m., the City Council reconvened in Regular Session, all Councilmen present. 5.
