Councilman Gurnee felt that the City had completed their specific plan
for the area and the general plan has been approved then he would agree
that no E.I.R. was needed, but without this information he felt that a
full E.I.R. should be filed by the developer.
Councilman Norris felt he would support the Planning Commission's staff
that an E.I.R. should be filed on this tract. While he does not support
the E.I.R. in general, he wants to see the E.I.R. on this project.
Mayor Schwartz stated he would support the recommendation of the Planning
Commission that an E.I.R. would be filed on this tract. He suggested that
Blaser would just augment the prior E.I.R.'s filed on the adjacent tracts.
On motion of Councilman Gurnee, seconded by Mayor Schwartz, that the
appeal be denied and the Planning Commission staff be upheld that the
developer be required to supplement the E.I.R.
