HomeMy WebLinkAbout09/07/1978City Council Minutes September 7, 1978 Page 5 Councilman Gurnee felt that the City had completed their specific plan for the area and the general plan has been approved then he would agree that no E.I.R. was needed, but without this information he felt that a full E.I.R. should be filed by the developer. Councilman Norris felt he would support the Planning Commission's staff that an E.I.R. should be filed on this tract. While he does not support the E.I.R. in general, he wants to see the E.I.R. on this project. Mayor Schwartz stated he would support the recommendation of the Planning Commission that an E.I.R. would be filed on this tract. He suggested that Blaser would just augment the prior E.I.R.'s filed on the adjacent tracts. On motion of Councilman Gurnee, seconded by Mayor Schwartz, that the appeal be denied and the Planning Commission staff be upheld that the developer be required to supplement the E.I.R. Motion carried on the following roll call vote: AYES: Councilmen Gurnee, Norris and Mayor Schwartz NOES: Councilmen Graham, Petterson ABSENT: None 3. At this time the City Council held a public hearing on the recommenda- tion of the Planning Commission to consider Ordinance No. 604 -A resource deficiencies, Level I, for a building permit request, apartment complex at 1608 and 1626 Broad Street, R -2 zone, Roy Newell, applicant. The deficiency is the 16 unit apartment project has an apparent fire flow water deficiency. The site is served by four -inch lines on three 1 sides and a six -inch line on .Broad Street, but an eight -inch line should be extended from Nipomo up Leff to Broad to provide adequate fire flow. The Planning Commission recommend the line and hydrant be installed by the developer prior to combustible construction. City participation, if approved by the Council, would be available to the applicant from pre '42 and /or substandard system-CIP quarterly budgets. Mayor Schwartz declared the public hearing open. No on appeared for or against the recommendation. Mayor Schwartz declared the public hearing closed. On motion of Councilman Graham, seconded by Councilman Petterson, the City Council accept the recommendation of the Planning Commission and refer a matter of City participation to the annual CIP budget study. Motion carried, all ayes. 9:05 p.m., Mayor Schwartz declared a recess. 9:15 p.m., the meeting reconvened with all Councilmen present. 4. At this time the City Council considered final passage of Ordince No. 678 (1976 Series), an ordinance of the City of San Luis Obispo amending the Municipal Code by repealing Article IV, Chapter 5, Sections 4500 through 4514, and adding Article II, Chapter 8, entitled Election Campaign Regula- tions. Mayor Schwartz declared the public hearing open. No one appeared before the City Council for or against the proposed adoption of the ordinance. Mayor Schwartz declared the public hearing closed.
