The City Council considered and reviewed the revised "Information and Procedural Handbook" for the Architectural Review Commission. Henry Engen, Community Development Director, presented the revised A.R.C. Handbook as recommended for adoption by the A.R.C. to the City Council after the changes and recommendations at a special public hearing held by the A.R.C. as directed by the City Council. The City Council then discussed ' with the community development staff various revisions and changes recommended by the A.R.C. On motion of Councilman Jorgensen, seconded by Mayor Schwartz, the following resolution was introduced: A resolution of the Council of the City of San Luis Obispo rescinding the existing Architectural Review Commission procedures and guidelines and adopting new procedures and guidelines shown as Exhibit A dated September 18, 1978 with the resolution to be amended to show expiration date two years from adoption of the guidelines. Motion passed and adopted on the following roll call vote: AYES: Councilmen Jorgensen, Dunin, Petterson, Settle and Mayor Schwartz NOES: None ABSENT: None 2. The City Council then reviewed the proposed county wide Transportation System being proposed by the area Council of Governments continued from the September 11, 1978 council meeting. Councilman Settle, City Council representative to C.O.G., reviewed the proposed changes and suggestions for the City Council and recommended that the City Council adopt the county wide transportation plan as presently presented by the Council of Governments. Mr: George Protopopas, County Engineer and Director of County Transportation Agency, briefly discussed various points brought to the Council's attention. After discussion by the City Council with George Protopopas and upon recommendation of Councilman Settle, the proposed transportation plans were referred to the city's Mass Transit Committee for report and recommen- dations to the City Council for action. 3. The City Council then reviewed various proposed resolutions to be considered by delegates to the League of California Cities to be held at Anaheim, California September 24, 25, and 26, 1978. No individual vote was taken on the various resolutions proposed but council direction was given to the delegates attending the conference. 4. The City Council adjourned to Executive Session at 2:05 p.m. The City Council returned to Regular Session at 2:45 p.m. with all Councilmen present. 5. There being no further business to come before the Council, Mayor Schwartz adjourned the meeting at 2:45 p.m. APPROVED: October 3, 1978 Fitzpatrick, City Clerk
