COUNCIL CHAMBERS, CITY HALL - 990 PALM STREET STUDY SESSION Roll Call Councilmen PRESENT: Ron Dunin, Jeff Jorgensen, Steve Petterson, Allen Settle and Mayor Kenneth E. Schwartz ABSENT: None City Staff PRESENT: J.H. Fitzpatrick, City Clerk; R.D. Miller, Administrative Officer; Richard Minor, Fire Chief. Representatives of the Nuclear Regulatory Commission PRESENT: Jess Crews, Dan Sternberg, and Tolbert Young 1. Mr. Jess Crews, N.R.C., reviewed for the council the area of responsibility of their agency as it relates to the inspection and supervision of nuclear power plants. He also reviewed briefly the evolution of his agency from the original Atomic Energy Commission and the various steps involved in nuclear and radiological operations in the United States Government. He continued that their agency's operation involves inspection and supervision of both plants and fuel material, including power plants, hospitals, and institutions of higher education in the seven western states who are under the Walnut Creek regional office. Mr. Crews continued that the purpose of today's meeting was to explain the duties and responsibilities of the resident inspector at Diablo Canyon Power Plant. Mr. Tolbert Young will be their resident inspector. In addition to the resident inspector on the plant site, he will be supported by other specialists as needed as the program at the power plant proceeds along to completion. Mr. Tolbert Young, N.R.C., presented his background, education, and experience in the nuclear field. He also explained just what his responsibility was as far as his agency was concerned with the.construction of the Diablo Nuclear Power Plant. The City Council then discussed with the representatives of the N.R.C. such things as the licensing procedure, security of the plant, and transportation of new and used fuel materials to and from the plant. The N.R.C. representative stated that it was responsibility of the licensee to notify local agencies of emergency situations that may occur at the nuclear power plant. Also, the matter of transportation of new or spent material was the responsibility of the Department of Transportation of the state and federal governments. Elizabeth Appleberg questioned the availability of documents on the Diablo Nuclear Plant at the city /county Library Public Documents Room. rMr. Jess Crews, N.R.C. representative, stated that all documents by the regulatory agencies and on the licensee, Pacific Gas and Electric Company, were to be filed in the area's Public Documents Room so the public would have an opportunity locally, to see what was going on between the agencies and the applicant. Sandy Philbrich stated that the documents are filed in the Public Documents Room, but the library staff takes about two months to file them, which many times makes public input impossible due to the delay in seeing the current documents. City Council Minutes October 23, 1978 Page 2 Mr. Jess Crews, N.R.C. representative, stated that possibly the regulatory agencies should assume some of the responsibilities in time delay in filing documents which is caused by passing the documents up through the various agencies involved;in the project. He stated that there were many agencies and independent organizations who had some input into the plant. It was moved by Councilman Settle, seconded by Councilman Dunin, that the Mayor be authorized to write a letter to the County Board of Supervisors asking that they direct the library director to file the information on the Diablo Nuclear Plant in a more timely fashion for public review in the Public Docu- ments Room. Motion carried, all ayes. Mayor Schwartz, on behalf of the City Council, thanked the representatives of the N.R.C. for sitting down and bringing the information on their agency's responsibility at nuclear reactor sites. The Mayor stated that this was the first time they have had an opportunity to delve into some of these questions that have bothered individual councilmen for a long time. 2. There being no further business to come before the council, Mayor Schwartz adjourned the meeting at 2:15 p.m. to 12:10 p.m. Monday, November 6, 1978. APPROVED: November. 8, 1978 . Fitzpatrick, City Clerk; George Thacher, City Attorney; Henry Engen, Community Development Director; Terry Sanville, Senior Planner; Wayne Petterson, City Engineer; Dave Romero, Public Services Director 1. The City Council briefly discussed the policy on content-of the City Newsletter, particularly allowing individual councilmen to make statements or have articles in the newsletter or being quoted on specific actions. It was the main feeling of the council that the newsletter should be primarily for information for the public, information not carried in the daily paper, and giving accomplishments of the city, council, staff, and employees.
