R. Strong, planner-for Dr. Farmer; spoke in support of the staff recommendation.
He could not understand the council'.s.concern with the development. Whether
subdivided or not, he did not feel.that this.was the issue. He is asking the
council to accept the staff recommendation as the A.R.C., Planning Commission,
and Waterways Planning Board have already done, recommending that a verticle
wall.treatment be placed in the creek with improvements in the setback area.
These improvements to be built at some future date.
The City Council then discussed the overall development, particularly the
effect of the density proposed in this zone. After this discussion, the matter
was referred to the City Attorney, George Thacher, for a legal review and
report back to the council on the city's liability at the next regular meeting.
5: At 2:20 p.m., the City Council adjourned to Executive Session.
At 2:30 p.m.; the meeting reconvened in Regular Session with all councilmen
present.
6. There being no further business to come before the council, Mayor
Schwartz adjourned the meeting at 2:30 p.m.

A. Mayor.Schwartz,.on behalf of the City Council,.presented a retirement
gift to former Councilmember T. Keith Gurnee who resigned his position.
B. Mayor Schwartz presented the annual San Luis Obispo Safety Award to
the Parks Division for the fiscal year 1977/78.
1. At this time the City Council held a public hearing.on Resolution
No. 3685, 1978 Series, a resolution of intention to abandon a portion of Flora
Street in front of 3295 Flora Street.
