ADJOURNED MEETING OF THE CITY COUNCIL
CITY OF SAN LUIS OBISPO
MONDAY, JANUARY 15, 1979 - 12:10 P.M.

Present: Ron Dunin, Jeff Jorgensen, Steve Petterson, Allen Settle and
Mayor Kenneth E. Schwartz
Absent: None
CITY STAFF
Present: J.H. Fitzpatrick, City Clerk; Leland Walton, City Administrative
Officer; Dave Romero, Public Services Director; Richard Minor,
Fire Chief; Wayne Peterson, City Engineer; Rudy Muravez, Finance
Director; Roger Neuman, Police Chief; Henry Engen, Director of
Community Development; George Thacher, City Attorney.
1. The City Council considered a request from the Housing Authority of
the City of San Luis Obispo urging that the City Council support the efforts
of the Housing Authority protesting budget cuts now being proposed for the
Department of Housing and Urban Development which they felt would significantly
hurt local efforts to deal with the city's housing problem.
On motion of Mayor Schwartz, seconded by Councilman Jorgensen, the City Clerk
was requested to prepare a letter to the President of the United States, United
States Senators and Congressmen putting the city's position on record objecting
to cuts in such an important program.
Motion carried on the following roll call vote:
AYES: Mayor Schwartz, Councilmen Jorgensen, Dunin, Peterson and Settle
NOES: None
ABSENT: None
2. The City Council considered the Legislative Bulletins from the League
of California Cities Nos. 1 -79 and 2 -79. After discussion, the City Council
took action on the following items.
1) ACA -2 Proposal for governmental expenditure limit. The City Clerk
was directed to inform the city's legislative representatives in
Sacramento and the League of California Cities that the city has no
objection to limit but prefer that the state would control their own
expenditures first then after a year, if shown to be of benefit, these
could be applied to city and local government.
2) SB -4 Requirement of returnable beverage containers. The City Clerk
was directed to inform the city's representatives and the California
Cities of their support for this bill.
3) AB -3130 A legislative proposal for defining ability of City Attorney
to act as both civil and criminal council. This was referred to the
City Attorney to notify the city's representatives and the league of
our city's position in this matter.
4) AB -86 Reform of transportation development act. This was referred to
the Public Services Director, David F. Romero, for input to the City
Council as to the effect this might have on the City of San Luis Obispo.

5) AB -475 Substandard housing, code violation, noncompliance forms. This
was referred to.the.Commnnity Development Director, H. Engen, for input
to the City Council as to the effect this would have on the City of
San Luis Obiipo.
6) The matter of H.U.D. Small Cities Discretionary Grant Preapplication
Submission Program was referred to Henry Engen for input to the City
Council as to the effect this could have on the City of San Luis Obispo.
7) D.O.T. issues. Emergency regulations regarding public transportation '
for nonurbanized areas. This was referred to the Public Services
Director, D. Romero, and City Engineer, W. Peterson, for input as to
the effect this might have on the City of San Luis Obispo.
3. The City Council continued their discussion of requirements of citizen-
ship within the city by members of the various city advisory boards and commis-
sions. After discussion, the City Clerk was directed to advertise for vacancies
on the A.R.C. and that the A.R.C. subcommittee (Dunin, Petterson) were to review
the applications and also to discuss whether a five or seven person commission
should comprise the A.R.C.
4. The City Council further discussed the 1978/1979 C.I.P. Priority List
and Street Deficiency Priority List. After discussion, it was determined that
in the C.I.P. budget $151,036 now stood unallocated. There was still a general
fund reserve of $250,000 and the SB154 state bail -out monies of $247,000 were
still untouched.
On motion of Councilman Jorgensen, seconded by Councilman Settle, that the
staff was directed to proceed with the funding and action to implement 78/79
C.I.P. nos. 807, 808 and 809 as funds are available.

AYES: Councilman Jorgensen, Settle, Dunin, Petterson, and Mayor Schwartz '
NOES: None
ABSENT: None
5. There being no further business to come before the City Council,
Mayor Schwartz adjourned the meeting at 1:30 p.m.
