Zone 9 Advisory Committee Councilman Dunin 2 -A J.H. Fitzpatrick, City Clerk, presented the following certificate on the final statements of votes cast (see attached .Certificate): On motion of Mayor:Schwartz,- seconded by Councilman Settle, the certificate of the City Clerk was accepted and ordered received and filed. 2 -B On motion of Mayor Schwartz,.seconded by Councilman,Settle, the following resolution .was.introduced:_Resolution No.3793, 1979 Series, .a resolution,of the Council of the City.of San Luis Obispo declaring the .results of a.General Municipal Election held March 6, 1979. .. Passed and adopted on the..following, roll call.vote:. AYES: Councilmen Dunin, Settle,:Jorgensen, Petterson..and.Mayor.Schwartz NOES: None ABSENT: None 3. Roger Neuman, Chief of Police, presented.a proposal. for,consolidation of City computer resources for the City of San Luis Obispo on behalf of himself, Richard Minor, Fire Chief, and Rudolph Muravez, Finance Director. He briefed the very comprehensive analys.is..and recommendations to the City Council which stated that when the- plans for a consolidated Police and Fire Dispatch Center were fo emu late d,athey. included -the pro ntiIity of using current, computer aided dispatch techniques` The use .of computer technology was systematacalay - -- -. ,� tiexplored as part of the. project, and the proposal was the results of that exploration along with the conclusions and recommendations drawn from the study. In the course-of the analysis of computer assisted work, the police, Fire and Finance Departments were All working on different proposals and rather than proceedinggon individual paths, it,was :the recommendation of�the three de- partment heads, that the combined projectsbe implemented. The Police,. Fire, and Finance Departments could pool resources and develop an intergrated computer - network. Within each department operation =and capitol- budget, there is a combined total of.approximately $45, 000. available. _With:implementation City Council Minutes March 13, 1979 Page 2 costs bf $75,625., this leaves a deficit of $30,625. plus contingencies. To fund this project, the staff is requesting .a<supplemental.appropriatioo of $35,000. to.the Police.- Fire system-account. This appropriation could be made up from Revenue Sharing Funds. The.ananticipated.investment earnings received would be approximately $20,700. to the fund. In addition, the fund would accrue interest which would have been earned, but not yet received by the .end of the fiscal year. Therefore, they recommend that they be allowed to proceed with the Amplementati.on . of a mini - computer operation for the City of San Luis Obispo; tied into the County computer center. Roger Neuman, Richard Minor,'and Rudy Muravez answered questions of the City Council evolving from the presentation and the lengthly re- port on the proposal. The matter was continued. to the March 20, 1979 Council meeting for Council action. 4. On motion.of.Councilman Settle,..seconded-by Councilman Dunin, the following resolution was introduced: Resolution No. 3794, 1979 Series, a resolution of.the Council of the .City of San Luis Obispo approving an agreement between the City and the County of San.Luis Obispo for Federal Aid.Off- System projects for fiscal year 1978 -79. . Passed and adopted on-the following roll call vote: AYES: Councilmen Settle, Dunin, Jorgensen, Petterson and Mayor Schwartz NOES: None ABSENT: None 5. City Clerk reported on the following bids received for Transit System for 3-year. period beginning April 1, 1979. One b4 d received. Amount per Route Mile Period San Luis Transportation $2.04 4/1/79 thru 3/31/80 950 Morro Street $2.35 4/1/80 thru 3/31/81 San Luis Obispo, CA 93401 $2.55 4/17181 thru 3 /31/82 On motion of Councilman Jorgensen,,sedonded by Councilman Settle, the following resolution was introduced: Resolution No. 3795, 1979 Series, a resolution of the Council-.of the City of .San Luis Obispo approving an agreement between the City and San Luis Transportation, Inc. for public transportation services for three years. Passed and adopted-on the following roll call vote: AYES: Councilmen Jorgensen, Settle,.Dunin, Petterson and Mayor Schwartz NOES: None ABSENT: None 6. On motion of.Zouneilman`Jor ensen, seconded by Councilman Settle, Jack Lewis was appointed as a me er of the Construction Board of Appea s. Passed and adopted - all ayes. 7. On motion of Councilman Jorgensen, seconded by Councilman Dunin, Katherine Pearl was nominated for appointment to the Human.Relations Commission, 1 to complete the term of Joe'Turner, retired, The term expires June 30, 1979. Motion carried. 8. Appointments to fill vacancies on the Architectural Review Commission were continued to March 20, 1979. 9. . TheiCity Council adjourned to executive. session, 9:30 p.m. Reconvened at regular session 9:45 p.m. 10. There being no further business to come before the City Council, Mayor Schwartz adjourned the meeting to 9:00 a.m. Saturday, March 17, 1979.
