resolution. of the Council -of -the City.:.of San Luis = Obispo' approving the
closing of state highway for La Fiesta.parade.

7) Loans for..Residential Construction
It was moved by Councilman.. Jorgensen,_.and... seconded ..by.Councilwoman_Billig,
...that the staff.be directed to change = the ... language .'in.Program. "B".to.reflect
a- desire_to creat a mix of housing.types,.both rental and owner- occupied.
In addition, it should be noted that the time frame is a target date and not
-a hard and fast deadline.

that Element No. 7 be accepted.as..written in.the.Housing Element Discussion
Guide.and with the outlined modifications to Program "B ".

City Council accept the program from-the'-draft-element-as follows:
"The.city will make every effort_to.- make.. surplus == government land:.within
the city which .is. suitable for..housing...available:to the. Housing Authority
at.cost for use in housing -assistance programs."

and - Colleges Board.of-.Trustees that..so...long as there .is "excess capacity
_.at.other campuses the enrollment-'of-Cal Poly.San.Luls- Obispo be.limited
to not more than the actual number of individual students enrolled as
of the spring quarter, 1979.
. C. The.Cuesta College.. -Board.-of . Trustees...should- .be..made.aware.bf.the. effects
of. enrollmentAs -growth- inducing:to. the. community.... when..attracting
students from outside the "county.

10) .Assistance Needs
On- motion._.of.. Councilman ... Jorgensen,.: seconded .by.Councilwoman_Billig, that the
programs read as follows:
'.'A. The city will consider..making :available -to the Housing Authority all
surplus.government land obtainable, which.'is .suitable.for residen-
tial_construction.
B. Funds received by the. city_.in...disposing. of_.city- owned - "surplus. -land may
be. loaned- to. the .Housing Authority ..for :the :. single. purpose of..acquiring
land-for-.development of-:assisted housing.
C. At.least one- half..of the units_.in._ rental _.proj.ects,made..possible by
density.-bonus provisions,.of.the.Planned Development regulations will
......be made available to -the Housing..Autho.rity :for rental assistance, if
program funding is available- when..they. :are ready:- for..occupancy. Time
frame: ordinance amendments to be effective-April, 1980.
D. The Housing Authority will :develop..a housing- .assistance.plan..for ratifi-
cation by the city council. Time frame: adoption-by-January, 1980."

.dwelling units is..adopted,-provide for assisted housing in..the:annual
quota."
