The City Council reconvened in Regular Session at 11:17 p.m., all Councilmembers present, Councilman Jorgensen absent. COUNCIL HEARING ROOM, CITY HALL, 990 PALM STREET Roll Call COUNCILMEMBERS Present: Melanie Billig, Alan Bond, Ron Dunin, Jeff Jorgensen and Mayor Lynn Cooper Absent: None CITY STAFF Present: Lee Walton, Administrative Officer; J.H. Fitzpatrick, City Clerk; George Thacher, City Attorney; Henry Engen, Director of Community Development; Ken Bruce, Associate Planner 1. Ken Bruce, Associate Planner, brought to the Council's attention, a request to study access and circulation design for a proposed subdivision and possible minor annexation for a large site on Broad Street between Lawrence Drive and Perkins Lane. The proposed project would consist of three areas. The R -2 zoned area with frontage on Broad Street would be developed with apartments. Access should be a driveway to Broad Street. The R -1 area within the City (approximately 7.5 acres) would be developed with houses. No access was available at this time. An area in the County, easterly of the South Street hill ridge line may be annexed to the City and developed with houses. No access was available at this time. The issue to be discussed now was: how should these areas be served with streets and /or driveways? City staff, including Community Development, Public.Services, Police and Fire Departments, were unanimous in their recommendation. A minimum of two access streets were necessary. Options were limited: 1) Extend Rockview Place northerly to site. This would require purchase of a city owned lot. 2) Extend Chandler Street southerly from Lawrence Drive to the site. This would require purchase of a privately owned lot developed with a house. 3) A new street westerly from Broad Street that could be one or two -way. This would substantially reduce the area of R -2 lot and create a poor access point on Broad Street, a State highway with limited access requirements.
