Cooper Absent: None I CITY STAFF Present:. Lee Walton, Administrative Officer; J.H. Fitzpatrick, City Clerk; Rudy Muravez, Finance Director; George Thacher, City Attorney; Roger Numan, Police Chief; Richard Minor, Fire Chief 1. The City Council continued their review of the 1979 -1980 City Budget proposal, starting with Page 5 -1 - Police Department: Roger Neuman, Police Chief, reviewed for the City Council.his proposed program for 1979 -1980 fiscal year and the effect the cuts had in his police program for the next fiscal year. Upon question, Chief Neuman stated that in order to have an overlap of pro- tection at the 11:00 p.m. shift change, he would need additional.officers to run, virtually, an additional watch at that time. On motion of Councilman Dunin, seconded by Councilwoman Billig, that the Police Patrol Officers be increased by two officers in addition to the one recommended by the Administrative Officer, making a total of 26 patrol officers. Councilma.n_.Jorgensen stated he would support the motion for two additional ' patrol officers on the condition that.there would be an overlap on the 7:00 p.m.- 3:00 a.m. period.. Motion carried, all ayes. On motion of Councilman Bond, seconded by Councilman Jorgensen, that the Council approve the parking enforcement budget for 1979/1980. Motion carried, all ayes. 2. Page 5 -7 - Fire Department Richard Minor, Fire Chief, reviewed for.the City Council, the program proposed for the 1979/1980 fiscal year. He also reviewed the needs of the equipment cuts out of the budget due to shortage of funds. He spent _some time explaining manpower needs in order to have sufficient number of people at a fire in the first critical minutes. He hoped that the Council could make cuts in other areas and supply the Fire Department with the minimum manpower to do their job. On motion of Councilman Dunin, seconded by Councilman Bond, that Firefighters be increassed by two to a total of 13. Also, that 51 -2 and 51 -8 be dropped from the budget and that 52 -4, Breathing Apparaturs bottles, three at $233 and 52 -27, Motorola handle talkie radios, three at $1,700 be put back in the budget. Motion carried, all ayes. 3. 1:50 p.m. City Council adjourned to Executive Session, all Council- , members present. Staff present: Lee Walton, J.H. Fitzpatrick, George Thacher, Gary Foss, Rudy Muravez, Gordon Johnson. 2:05 p.m. The City Council reconvened in Regular Session, all Councilmembers present. 4. There being no further business to come before the Council, Mayor Cooper adjourned the meeting at 2:05 p.m., to 12:10 p.m., Monday, July 2, 1979. Approved by Council on: August 7, 1979 .
