A. Councilwoman Billig reported to the City Council on the meeting
held Wednesday, October 10, 1979, by the San Luis Obispo Council of Governments
who spent a long day reviewing the proposal, so called Lease 53, on the
off -shore oil project off the coast of San Luis Obispo and Santa Barbara
Counties.
Councilwoman Billig continued that the Council of Governments reviewed in
detail the economic impact this lease would have if wells went into produc-
tion, not only the impact on the environment, but also the impact on the
shore or land facilities needed to support the drilling platforms. These
were some of the concerns of the Council of Governments. Also, there was
concern by C.O.G. on the lack of conformance by the Federal Government,
Bureau of Land Management, regarding OSC Land Act Amendments. She also felt
that C.O.G. was disturbed that there had been little or no public input on
this proposal. In addition she felt the City Council should look into this
matter to advise C.O.G. as to the feelings of the City Council and the City
' of San Luis Obispo on this proposed program.
Councilman Jorgensen stated that he agreed with Councilwoman Billig's comments.
He emphasized the-effect this operation would have on the land or shore side
of the drilling program. He also stated that due to the drilling and the
shore -side facilities, it would limit other development within the county
because of the environmental impact this program would have on the coastal
area. He suggested that the matter be continued to a study session at which
time the County of San Luis Obispo would be able to present an informational
program on what is being proposed by the Bureau of Land Management and the
county's feeling on how this would affect the County of San Luis Obispo.
