The general concensus -of .the -City Council was that they set study sessions for the month of March and review.-the entire structure of advisory boards, committees and commission, starting on March 3 with the HRC and the CAC, March 11 with.the Joint Recreational Use of School District Property Committee, Promotional Coordinating - Committee, Personnel Committee and the various technical committees, and March 17 with the Planning Commission, Architectural Review Commission and the.Design Review Board. 3. City Council reviewed a draft ordinance that would implement the annual percent growth policy of the general plan. Henry Engen,. Community Development Director,.stated that in October.of 1978, the Citizens' Advisory Committee requested that the council-develop a -draft ordinance to implement the.percent growth rate policies of.the land.use element of the general plan. Subsequently, a committee comprised-of-Foster Gruber and Jay Schetzer of the CAC, and Melanie Billig, Planning..Commission, worked with the Community Development -staff and the City Attorney's Office staff and produced.a.draft.ordinance. However, it was never been reported back to the City Council.. . At the last council meeting,.an.outstanding item remained to-be reported on to the council. The council requested this matter be brought forward for review. Henry Engen.suggested that the.City Council review the draft..ordinance,.modify the content as may be appropriate and then bring it back for introduction to print. He.then reviewed .the provisions of the ordinance to implement on an interim basis the population growth objectives set -out and.adopted in 1977 general plan land use element. City Council then discussed.in detail the various provisions of the annual percent growth policy-of the general plan as developed and required in the ordinance. Also, there was discussion on whether there was a need for this type of ordinance to control growth. control.growth. On.motion.of Councilman Dunin,. seconded. by. Councilwoman_Billig,.the..matter was .referred to the Planning Commission.to.review -the ordinance.and.submit .recommendations to the City Council within 60.days. Motion carried on the following roll call vote:.. AYES: Councilmembers Dunin, Billig and Mayor Cooper.-. NOES:......Councilman Jorgensen ABSENT.: Councilman Bond 4. City Council discussed..meetings scheduled for February.1980 due to.the holidays involved.on regular.council.meeting days. .It was - the..general concensus.that the City Council would meet.on Monday, February 4, 1980 at 12:10 p.m, to discuss hillside.development and controls; on Tuesday, .February S, 1980 at 4:00 and 7:30 p.m., regular council meeting; on Thursday, February•14, 1980-at 7:00 p.m., public hearing on the.San Luis Mall; and.on Tuesday, February 19, 1980 at-4-:00 and 7:30 p.m., regular council meeting. Also,-the City Council decided for planning purposes that the City Council except.for.March due to the Study Sessions on boards commissions.and.committees, that- the.City Council would meet on the first and third Tuesdays in.regular.session , at 4:00.p.m. and- at.7:30 p.m. and on the second Tuesday of each- month.at.7:00.p.m. for a. ,,:__Y, session.,: and ..the.fourth.,Tuesday- of.each month would.be kept as a special'm eeting,if- nee_ded..to -.be called_ and 'decided.:.on- by:the City Council at a-prior. meeting. The Monday noon study.sessions would only be..on.call of the council and only fur study items.
