COUNCIL HEARING ROOM CITY HALL, 990 PALM STREET SAN LUIS OBISPO, CALIFORNIA Councilmembers PRESENT: Melanie Billig, Alan Bond, Ron Dunin, Jeff Jorgensen -and Mayor Lynn R: Cooper ABSENT: None City Staff. PRESENT:_. Lee. Walton, Administrative Officer; George Thacher, City Attorney,. J.H. Fitzpatrick, -City Clerk; -Dave Romero, Director of Public Services; Henry Engen, Director of Community Development 1. City Council discussed proposed hillside developments and controls. Mayor Cooper stated that the purpose of the meeting was to - discuss.ways and means-of arriving.at direction for development-of hillsides in the city. Directions.to.staff,.developer and developers' consultants, but keeping.in.mind that no prior..approval was to be given at -the information session. The purpose was.establish guides for. developers prior to putting into-development that did not.meet city approval. Henry Engen, Community. Development Director, reviewed for the.City.Council a number of .hillside- type.projects that are.before regulatory- agencies of the city for various approvals.. He felt the concept .. reviewed by the City Council would offer some opportunities for - getting projects pointed in the right direction at-- the.outset. He also felt there were a number of hazards and.policy.issues that. should be'discussed by the council prior to-the first such meeting. He,felt the central point would be -to forewarn applicants-that the council- cannot.make a specific commitment on a given project. Detailed staff review and Planning Commission.hearings.invariably uncover facts which could be fatal to a project to say nothing of giving the appearance of hurting the hearing process. He continued that..there .was appearance of people..to.believe the worst of - government- and.felt that it was.important that the.affected.neighborhood.areas be made aware of the council's discussions.-This would perhaps .best be resolved by a clearly worded advertisement of the matter to be studied by the council. At the same time, he did not feel it was not the:couiicil's intent to launch into a full -scale public -type debate on the merits and demerits of any particular project.. He also felt that due to. the-additional - advertising. - that.would be required, the City .Council . should establish a..standard- tee_for.these.study agendas for the time and-effort required to prepare.staff. reports. -He concluded by.saying that.it. was the Community-Development staff's feeling .that the city had-enough standards and ordinances, Conflicts between. them need to be .eliminated in order to clarify any conflicts. Finally,.that .the decision on any given hillside project is a.subjective judgement which requires a number of standards and values incltiding.community` aesthetics. He felt the place to'give` direction for hillside development was..in the general plan and not on individual'.approvals.of development. Mr. Engen then presented several:sketch. maps showing: 1) potential.hillside projects inside the city and inside the county .adjacent . to- .the. city- limits for which no progress had been submitted; 2) hillside areas within the city-for which some projects had been considered in the past. i 1 1 1 City Council Minutes February 4, 1980 - 12:10 p.m. Page 2 City Council then discussed hillside developments and the need for the council to establish a policy and to clarify development standards in hillside areas. Professionals and representatives of developers, at the meeting, discussed with council problems with existing policy in the general plan and the enforcing ordinances, as they saw it. They felt that while it was true that the city had plenty of ordinances and standards for development, the problems were sometimes how they were interpreted by each individual working with the private developer. They felt the proposed program would be an opportunity to discuss the standards prior to actually preparing a development proposal. A handbook or flyer like the HRC's would be helpful in putting all requirements in an easy, readible form for the counter. Mayor Cooper thanked each person who took part in the discussion on the hillside development and.ho.ped that the City Council, Planning Commission and staff could come up with policies and standards for hillside developments that would be clearly understood by everyone involved. At 1:55 p.m., Councilman Bond left the meeting. Discussion continued on policies and standards for hillside development. 2. Councilmember Billig thanked the City Council for their support at the Historical Building Preservation Conference which was held on January 26, 1980. 3. There being no further business to come before '_he council, the meeting adjourned to 4;00 p.m. February 5, 1980.
