1.,.: On motion of Councilman Bond, seconded by Councilman Dunin, the
' following resolution was introduced: Resolution No. 4117 (1980 Series),
a Resolution of Appreciation to Gerald Babcock for his long and dedicated
service to the City of San Luis Obispo.
Passed and adopted on the following roll call vote:
AYES: Councilmembers Bond, Dunin, Billig and Mayor Cooper
ABSENT: None (One vacancy)
On motion of Councilman Bond, seconded by Councilman Dunin, the following
resolution was introduced: Resolution No. 4118 (1980 Series), a Resolution
of Appreciation to Harry Blumhorst for his long and dedicated service to
the City of San Luis Obispo and its citizens.
Passed and adopted on the following roll call vote:

the City of San Luis Obispo and its citizens.

On motion of Councilman Bond, seconded by Councilman Dunin, the following
resolution was introduced: Resolution No. 4123 (1980 Series), a Resolution
of Intention to Emil Krege for his long and dedicated service to the City
of San Luis Obispo and its citizens.

2. Jeffrey G. Jorgensen, City Councilmember, submitted his resignation
from the City Council:
"It is with deep regret that I must announce my resignation from the San Luis
Obispo City Council effective immediately upon my appointment by Governor
Brown to fill the 5th District seat on the San Luis Obispo County Board
of Supervisors vacated by Dr. Richard Krejsa. It has been a pleasure
working with all of you and the many other dedicated city employees for ,
the past three years. I sincerely hope we will remain in close contact
in the future and we can work together for the betterment of the city and
the county as a whole. If possible, I would appreciate an opportunity to
speak briefly at the March 11 Study Session to formally announce my resigna-
tion to the public."
Mayor Lynn Cooper made a brief statement as to the valuable contributions
made by Jeff Jorgensen while a member of the City Council listing several
accomplishments and some of the leadership exhibited over the past three
years and on behalf of the Council, Mayor Cooper wished Mr. Jorgensen much
success as a County Supervisor.
Supervisor Jorgensen then spoke to the City Council thanking them for their
cooperation, thanking various members of the staff who he felt had contribu-
ted much to the needs of working with the Council and he urged the Council
to be extremely aware of what was happening in the city as far as growth was
concerned, water, etc. He stated he left the city with the regret as he
enjoyed his tenure with the Council.
3. The City Council continued their review of the duties and responsibili
ties of the various advisory boards, commissions and committees for possible
reorganization or consolidation: A) Park & Recreation Commission; B) Committee
for the Joint Recreational Use of School District Property; C) Promotional
Coordinating Committee; F) Personnel Board. '
After discussion with representatives and members of the four boards listed,
it was the determination of the City Council that the Park and Recreation
Commission would continue as presently constituted, that the Committee for
Joint Recreational Use of School District Property would continue as a separate
committee until all the various improvements had been made at the Sinsheimer
Park; the Promotional Coordinating Committee would continue as they are presently
constituted except that the City would attempt to get two additional members;
and the Personnel Board would continue with their duties as outline in the
ordinance except that possibly the Personnel Board could be used for advice
to staff and Council on other personnel matters.

It was the consensus of the City Council that these boards and commissions
would continue and -that the Administrative Officer would prepare a charge
or charter for their continuation listing rules and responsibilities, ten-
ure of office, membership, rules of organization, etc.
E. The City Council discussed the technical committees, their makeup
and whether they should be continued or not:
' 1) The Underground Utilities Committee;
2) Tree Committee;
3) Mass Transportation Committee;
4) Disaster Board; and
5) Traffic Committee.
Lee Walton, Administrative Officer, again reviewed his recommendations dealing
with technical committees that rather than have them Council appointed committee
coming under the provisions of the Charter which require that all members live
within the City of San Luis Obispo, he suggested that these technical committees
be advisory committees to the City through the Office of the Administrative
Officer. In this way he could develop a talent bank of people either in or
out of the City of San Luis Obispo who had expertise in various fields and
could be appointed to a one subject ad hoc committee to prepare their studies,
make their report to the Administrative Officer and follow through with the
Council and then be dispanded and placed back in the pool for future assignment.
He felt that in this way, many citizens who could not take part in a full time
board or commission would have an opportunity to work for the city but on a
limited basis.
After discussion by the City Council, it was determined that the four technical
committees under consideration would be left as presently constituted, would
continue their membership as they are presently except that the CAO would
prepare guidelines, rules and regulations for their operation and for their
organization. Also, the CAO was encouraged to develop a talent bank with
special techniques of members and backgrounds would be available to the city
on a special assignment basis by either the Council or the City Administrative
Officer.
4. Mayor Cooper brought to the Council's attention, the matter of fillin
the vacancy of Councilman Jorgensen who had resigned. He said there were many
in which this could be done but he suggested that one possibility would
be that each Councilman would give him a list of names of candidates who
each individual Councilman felt could or should fill the vacancy. The
Mayor stated then that he would meet with each Councilman individually and
pare the list down to a manageable size and then by going to one Councilman
to the other, one candidate would more or less be decided on for appointment
at the _ . 18, 1980 meeting. He felt that if all the members of the
City Council worked together with good will on this matter, it would avoid
the posibility of an extremely expensive elections.
Councilman Dunin stated he agreed with the concept of appointment of a Council -
member and that he would be willing to cooperate.
Councilwoman Billig agreed with the concept of appointment to the Council
vacancy and hoped that each Councilman could be made aware of what discussion
was going on between the other three.
Councilman Bond commended the Mayor on his proposal and hoped the Council
could come up with a decision as soon as possible and hoped the Council could
work together on this assignment.
By common consent of the Council, the Mayor's proposal was accepted. Individual
._members,of the Council would submit names to the Mayor for possible candidates
for the Council vacancy.
5. There being no further business to come before the Council, the meeti:
adjourned at 8:25 p.m., to 12:00 o'clock noon, Monday, March 17, 1980.
