1. Council reviewed and considered amendments.to the Airport Land Use Plan
at the San Luis Obispo County Airport (continued from 3/18/80, Item no. 10).
Henry Engen, Community Development Director, reviewed his memo of March 4, 1980,
to Lee Walton regarding review of amendments to Airport Land Use Commission
Plan, San Luis Obispo County Airport.
On motion of Councilman Bond, seconded by Councilwoman Billig, to refuse all
avigation easements. City Clerk directed to write letter to County informing
them of this action.

2. Council continued discussion of ways to implement the proposed pre -
tentative development proposal meetings with developers and property owners
(continued from 2/4/80 and 3/17/80).
Henry Engen, Community Development Director,.reviewed for.Council his memo
to Lee Walton.regarding "Pre - tentative Project. Review Format," listing
recommendations for accommodating pre- tentative.reviews.
On motion of Councilman Bond, seconded.by.Councilman Dunin, to change.the
name of. "Project Review. Format. ".to "Project Conceptional Review" and initiate
it as a 6 -month trial basis, mailing out notices of public hearings and
evaluating the-program at the end of six months.

3. Jack Kellerman, Chief Building Inspector, reviewed for the City Coucil the
history, current status and proposed future activity in undergrounding overhead
utility wires and supporting structures. He stated that in 1961, while developing
the city's general plan, the planning consultant recommended the city investigate the
desirability and feasibility of removing the overhead utility wires and supporting
poles in the downtown business district. This recommendation prompted several
years of planning by committees, Planning Commission, utility companies and
the City Council, resulting in the adoption of the enabling ordinance in 1965
which set up the procedures for the creation of Underground Utility Districts
(done in 1965) and also established an Underground Service Area bounded by
Palm Street, Johnson Avenue, Pismo Street and Walker within which any new or
remodeled buildings must have underground service. Since that time, several
ordinances were adopted creating different districts, requiring all utilities
within future residential or commercial subdivisions to be installed under-
ground, etc. At this time, there were 16 districts.
Councilman Dunin asked that the record reflect that should the proposed
widening of Monterey Street take place earlier than 1997 (District #13),
it be moved tip on the list. Accepted by City Council.
On motion of Councilwoman Billig, seconded by Councilman Bond, that the
Council support the recommendations by the Underground Committee and approve
the recommended changes for the Underground Utilities program as submitted.
Council gave the go ahead to commence preliminary engineering of planning
for new districts, No. 9 and No. 10. Motion carried.
Jack Kellerman questioned whether the Council wished to again increase the
Underground Committee in its original membership to include 2 representatives
of the City Council, one from the Planning Commission, ARC and DRB representation
or if they felt the committee should be left as presently membered.
The Council unanimously agreed the Committee's membership should be left as is.
On motion of Councilman Dunin, seconded by Councilman Bond, that the Underground
Committee be established as a technical committee. Motion carried.
There being no further business to come before the meeting, Mayor Cooper
adjourned the meeting at 1:40 p.m., to Monday, March 31, 1980 at 12:10 p.m.
