1. City Council reviewed alternatives format for the 1980 -1981 City
Budget (continued from March 18, 1980).
Rudy Muravez, Director of Finance, presented an overall review of the .
contents of, the city budget which consisted of: 1) budget message;
2) financial summary; 3).operational budget; and 4) capital improvement
budget. He also submitted for the council's consideration two options
for showing-dEpartmental expenditures: Option 1 - Summary by Expense
Categories. Option 2 - Accounting detail.
After discussion by council, the staff was authorized to proceed with
Option No. 1, Summary by Expense Categories,
2. City Council then continued their review of the 1980 -81 C.I.P.
priority list, following the public hearing of March 18, 1980.
_Lee Walton, C.A.O., reviewed the 1980 -1981 capital improvement program
priority listing, taking into consideration the recommendations of the
Planning Commission and Citizens' Advisory Committee. Mr. Walton suggested
that the council put an asterisk next to several of the items to inform
staff not to proceed until seeing the effects Prop. 9 would have on
the budget if passed in June.
*No. 3 - Corporation yard. Phase I
*No. 10 - Landscape area improvements
*No. 11 - City Hall modifications
He also suggested that council switch the listing for No. 13 with No. 16
The City Council accepted the recommendation fo the C.A.O. The council
then reviewed the C.I.P for: a) streets and sidewalks; b) utilities (water);
and c) utilities (sewer).
The council accepted the C.I.P. priority listing as amended and continued
the matter for final determination during budget study.
3. City Council continued their discussion of items continued from
the budget discussion of July 1979. Items discussed were:
C. Street tree planting policy
D. Street tree maintenance policy
Brief discussion was held with staff to submit a report on present policy
and suggested amendment for council consideration. Council felt city
could plant trees but hoped property owners would maintain them.
Meeting adjourned at 2:15 p.m. to 4:00 p.m. on Tuesday, April 1, 1980.
