1. Emlyn Jones, H.R.C. member, presented a report to the City
Council using charts to explain past, present and proposed operations of the
Human Relations functions for the City of San Luis Obispo. He also reviewed
volunteer services provided by the commission members.
In going over the functions, past, present and future, he stated that the
H.R.C. members felt that due to the loss of one employee in the 1980 -81 budget,
that all the H.R.C. functions have been curtailed and they felt the public
was not receiving the service they received in the past. Also, he felt the
H.R.C. wanted to develop a more vigorous program in the landlord /tenant
mediation area and that without adequate staff, this would be difficult.
Therefore, he stated that the H.R.C. again requested that the council take
the $17,800 which was removed from the H.R.C. budget and transferred to grants,
be returned to the overhead so that they could retain either by contract or
by adding to staff one (1) mediator for the landlord /tenant mediation service.
He estimated the cost of $17,800.00. This position would cover all areas.
of landlord /tenant problems in the city.
Terry Elfrink, H.R.C. member, again reviewed for the City Council the need for
an additional employee taken from them in this year's budget, either to be
added by staff or by a contract in oder that they could spend more time and
effort on the landlord /tenant problems.
Then various members of the H.R.C. gave the City Council their opinions and
feelings of the social services programs.for the city performed by the H.R.C.
and the amount of work that would not be done now due to the removal of one
employee.
Councilman Dunin stated that the H.R.C. presentation was fine, except that it
did not answer the question "just how far does the City. Council want to commit
the city finances to support social services." He stated it was opinion that
the city was heading deeper into social services without any direction from
the council or the voters. He felt the city was only receiving input from
the H.R.C. itself as it preceived the social problems of the community.
Jeff Guiffreda, H.R.C. member, stated that what the H.R.C. was not asking for
an expanded program for human services, but only to stay even. In order
to stay even, they must keep their staff levels and grant levels on an equal
basis.

A lengthy presentation was then by H.R.C. members on the result of the loss
of their employee, the Human Relations Assistant, which they felt was disasterous
to their program and they urged the council to give them back the funds to
restore the employee to the staff or at least let them contract for a person
to do the work.
Walt Lambert stated that he felt the H.R.C. had made a proposal for a full -time
staff member for 1980 -1981 and he did not feel the H.R.C. wished to revise
the entire social services delivery system in the city and county:
Emlyn Jones again stated the H.R.C. members felt they would like to get more
involved in landlord /tenant problems which is an area where results can be seen.
He recognized that the H.R.C. and City Council did not see eye -to -eye on this
service. but he felt the H.R.C.'was getting into it deeper and deeper each day.
Councilwoman Billig felt that overall the H.R.C. and staff was doing a good job
for,the community. She felt that in a couple of instances the H.R.C. was reaching
for programs. She urged the H.R-.C. not to be discouraged that the City Council
occasionally disagreed with their recommendations. She wanted to remind the
H.R.C. that the council has a.dad responsibility to the entire city than
the H.R.C. in the small area of social services. She hoped that the.H.R.C.
members would recognize this problem. She continued that the City Council
was responsible to supply not only social services, but police, fire, sewer,
water, engineering and the other..myriad of services required of a community,
while the H.R.C. of course only had their own small area of responsibility.
She then reviewed with the H.R.C..some.of the suggestions presented and
discussions with individuals and groups in the city dealing with social
services.
Geoff.Grote, Assistant City.Attorney,.then.presented a brief review of the
status of the landlor /tenant mediation board that had been under discussion
in the past fiscal year by both the H.R.C. and the City Council. The matter
had not been concluded satisfactorily to either group.
Walt Lambert again stated the proposal..before the City Council was not the
landlord /tenant mediation board; but the retaining of a professional mediator
added to the staff or by contract of H.R.C..to handle landlord /tenant problems.
City Council and H.R.C. then.discussed;other areas of their program. No
discussion was made on grants or recommendations for grants to be considered
by the council on Tuesday, July 29, 1980.
2. There being no further business to come before the City Council,
Mayor Cooper adjourned the meeting at 2:00 p.m. to 7:30 p.m. Tuesday,
July 29, 1980. ..
