1...- City Council held a public hearing on a recommendation of the
Human Relations Commission for.financial grants for the 1980 -81 Fiscal Year
to the following organizations..
Mayor Cooper announced.that first the City Council would go through all.the
recommendations of the H.R.C. listen to comments by anyone who wished to
make them, and then close the hearing for discussion between council and
H.R.C., at which time City Council would make a determination on an item-by-
item basis.
Mayor Cooper declared the public hearing open.
A. Grandmother's House, requested $600. H.R.C. recommended -0 -.
No one appeared before the City Council for or against the recommendation.
B: ALPHA: educational programs.and direct service. to the person experiencing
' a stressful pregnancy. Amount requested = $2,252. H.R.C. recommended
-0 -. No one appeared before the City Council for or against the
recommendation.
C. Friendship School: requested $27,669. Human Relations Commission
recommended -0 -. No one appeared before the City Council for or against
the recommendation. .
D. Senior Citizens Happy Time Association Inc. - Requested $5,000. H.R.C.
rcommended -0 -. No one appeared before the City Council for or against the
recommendation.
E. Peoples. Self -Help Housing Corp. - Requested $36,048. H.R.C. recommended
$26,400 maximum.
Leonard Roeder appeared before.the council speaking in support of-the '
recommended amount and stated he was ready to answer any questions that the
City Council may have.
F. Central Rehabilitation Clinic: Requested $18,235. H.R.C. recommended
$7,000. No one appeared before the City Council for or against the recommendation.
G. Hotline - Requested $3,600. H.R.C. recommended $3,600.:-
Susan Gale, representing the Hotline of.San Luis Obispo, reviewed their
operations for the past year and the need for funding to continue.
H. Make Today Count — Requested $6,000:- H.R.C.-recommended -0 -. No one
appeared'-before the City Council.for.or against the recommendation.
I. Family Services Center - Requested..$2,500. H.R.C. recommended $2,500.
No one appeared before.the City Council for or against the recommendation.
J. Grass Roots II - Requested $51,268. H.R.C. recommended -0 -.
Jim Garcia, representing the Santa Barbara /San Luis Obispo Area Agency on Aging,
spoke in support of city funding for Grass Roots II. He. reviewed the support
that Grass Roots II has given to the aged and minority persons in the city.

His agency felt that Grass Roots II was the only local agency that gave direct
service to the aged and minorities of the community. He continued that his
agency has helped Grass Roots II in the 1979/80 Fiscal Year in the amount
of $12,000, and they were hoping to fund a similar amount in 1980 -81. He
concluded his comments by saying that the Area Agency on Aging felt very
secure supporting Grass Roots II.
Connie Levison, business manager for Grass Roots II, spoke in-support of the City
granting some financial help to Grass Roots II agency. She listed the services '
that only Grass Roots II povided to the poor, sick , handicapped, and aged
citizens of San Luis Obispo, not to mention services to minority residents and
visitors to the community. She concluded that Grass Roots II has provided
service to the poor, minority, handicapped and elderly of our city when no other
private or governmental agency or service has done so. They also wanted the
council to know they operate on a 24 -hours per day; not the governmental 8 to 5.
Malcolm Stone, spoke in support of Grass Roots II receiving funds from the city
to serve the needs of the city not to mention the minorities who feel they have
no where else to go for help. He felt that Grass Roots-II was the only agency
that services their clients without questions.
Peggy Fowler reviewed and refuted the comments-of H:R.C.'s reasons for not
funding Grass Roots II in 1980 -81.
Sandra Owens stated that she was in support of Grass Roots II. That she has used
their services and has been helped by them when no other agency in the: community
would help her; not even H.R.C.
K. E.O.C. Child Care Resource Center - Requested $5,505. H.R.C. recommended
$5,505.
Greg Ness, Administrator, Director for-the EOC Child Care Resource Center,
appeared before the council speaking in.support of a financial grant to their
group and stated he was ready to answer any questions the council may wish.
L. H.R.C. Contingency Fund - Requested $5,000 recommended by the H.R.C.
These funds to be used as needed for mid -year funding requests from groups
who have not as made requests to the H.R.C.
Walt Lambert, H.R.C. Chairman, spoke in support of establishing this $5,000
contingency fund for future emergency fund requests from groups who did not
apply at this time.
Mayor Cooper declared the public hearing closed, and limited the comments now
to the City Council and to the Human Relations Commission.

A. Grandmother's House -
Councilman Dunin stated he was in support of a grant._to Grandmother's House.
He felt they did a fine job for the community and he would like to see the
city grant up to $500.
Councilwoman Billig agreed stating this was a good organization and provided
a.need service in the city.
Councilman Munger stated he would only support the HRC recommendation as they
did in depth studies of each and every fund request.
On motion of Councilwoman Billig, seconded.by.Councilman Dunin, that the City
Council grant $500 to Grandmother's House for 1980 -81. Motion carried on the
following roll call vote:
AYES: Councilmembers Billig, Dunin and Mayor Cooper
NOES: Councilman Munger
ABSENT: Councilman Bond
B. ALPHA -
Councilman Dunin stated he would support the H.R.C. recommendation and not fund
this group.

Councilwoman Billig agreed she would support the H.R.C. recommendation and not
fund ALPHA.
Councilman Munger also stated he would support the H.R.C. recommendation.
On motion of Mayor Cooper, seconded by Councilman Dunin, accept the recommendation
of the H.R.C. and provide no funds for ALPHA. Motion carried.

On motion of Councilwoman Billig, seconded by Councilman Dunin, City Council
supported the recommendation of the H.R.C. and not fund the Friendship School
for 1980 -81. Motion carried. Councilman Bond absent.
D. Senior Citizens Happy Times Association, Inc.
A members of the Senior Citizens group appeared before the council and asked
that their application be withdrawn as they had lost the building they were
going to operate out of. City Council thanked them for their consideration.
E. Peoples' Self -Help Housing Corporation
Councilman Dunin stated that he would support the H.R.C. recommendation. He
felt that any group that helped build, save or rehabilitate housing would
receive his support. He hoped that the City Council would monitor this program
and hoped the City Council would get a report on progress at least on a
quarterly basis.
Councilwoman Billig stated she would support the H.R.C.'s recommendation to
give funds to the Peoples' Self -Help Housing Corporation but she urged that
the city taxpayers get their share of the work.
On motion of Councilman Munger, seconded by Councilwoman Billig, that the
City Council accept the recommendation of the H.R.C. and grant $26,400
financial support to the Peoples' Self -Help Housing Program. Motion carried.
Councilman Bond absent.
F. Central Rehabilitation Clinic.
Councilman Munger said he would support the recommendation as a one -time grant
but not to be an ongoing support of the city. He felt it was a good program.
Councilman Dunin questioned the city's responsibility in this area and he
did not feel that this was the taxpayers responsibility.
Cathy Pearl, H.R.C. member, stated the money was to train a person to be a
rehabilitation trainer of other workers in order to provide more people in this
most important field.
Councilman Dunin stated he still did not feel that this was a serious
responsibility and would not rupport it.
Councilwoman Billig stated she felt this was inappropriate for city support
and would not support the program.
On motion of Councilman Dunin, seconded.by Councilwoman Billig, that the City
Council deny the H.R.C. recommendation and not fund the Central Rehabilitation
Program. Motion carried.

G. Hotline
On motion of Councilman Munger, seconded by Councilwoman Billig, that the City
Council support the Hotline Program in the amount of $3,600 as recommended.
Motion carried. All Ayes. Councilman Bond absent.
H. Make Todaz Count - C

Councilman Munger stated he would support the H.R.C. recommendation.
Councilman Dunin agreed as did Councilwoman Billig that they would support
the H.R.C. recommendation.
On motion of Councilwoman Billig, seconded by Councilman Munger, that the City
Council support the recommendation of the H.R.C. and not fund Make Today Count
of San Luis Obispo. Motion carried.
I. Familv Services Center
Councilman Dunin stated he would support the H.R.C. recommendation. He felt that
family services did a good job for the city.
Councilwoman Billig stated she too would support this program.
On motion of Councilman Munger, seconded by Councilman Dunin, that the City
Council support the H.R.C. recommendation and grant $2,500 to Family Services
Center. Motion carried. All Ayes. Councilman Bond absent.
J. Grass Roots II
Councilman Munger stated he would support the recommendation of the H.R.C. as
they have made the necessary studies of this matter. He would not fund
Grass Roots II for 19U7R.

Councilman Dunin felt the community was very fortunate to have an organization such
as Grass Roots II in the city to serve the poor, needy, handicapped and minority
members of our community. He felt that Grass Roots II should attempt to raise
sufficient funds locally to keep it a good viable organization. But he
recognized that service performed to the community and he would be willing to fund
sufficient amount of money to pay for Grass Roots II's office rent for one year.
Councilwoman Billig felt that Grass Roots II was a needed organization in the
city. She felt that she would like to see Grass Roots II self- supporting.
But she agreed that they do provide a service to the citizens of the city not
provided by any other groups. She would like to see in the future, budget
requests shown with line items.
Mayor Cooper agreed that Grass Roots II provided a needed service to the city.
He also felt that all funds to Grass Roots II should be supervised by the
City Administrative Officer, not the H.R.C. in an attempt to clear the present
personality problems that have arisen between the H.R.C. members and the Grass
Roots II board and employees.
On motion of Councilman Dunin, seconded by Mayor Cooper, that the City Council
grant Grass Roots II $6,000 to pay the office rent for Grass Roots II for one
year with the rent payments to administered by the C.A.O. or his designated
representative, and that H.R.0 will drop their overview and supervision of
Grass Roots II. Motion carried. I

K. E.O.C.--Child Care Resource Center
Councilman Munger stated he would support,the recommendation of the H.R.C.
and grant $5,505.
On motion.of Councilman Dunin,..seconded by.Councilwoman Billig, the.City Council
accept the recommendation of the H.R.C. and grant $5,505 to the E.O.C. Child
Care Resource Center, Motion.carried.. All Ayes. Councilman Bond absent.
At 9:20 p.m., Mayor Cooper declared a recess.
At 9:30 P.M., City Council reconvened. All councilmembers present. Councilman
Bond absent.
L. H.R.C. Contingency Fund ($5,000 to be used as needed for.mid -year funding
requests.)
On motion of Councilman Munger, seconded.by Mayor Cooper,, . that the City .Council
approve the recommendation and grant H.R.C. $5,000 contingency fund•for future
grants during the Fiscal Year to be approved by the City Council. Motion
carried. All Ayes. Councilman Bond absent.
2. City Council-then discussed.at the,request of H.R.C.,.funding_ for a
Landlord /Tenant Mediator.
The Human Relations .Commission.recommended that.the mediator be: 1) On.a
contract- basis; 2) contracted for a one -year term with-program- evaluation after
that one year; 3) funded from.those funds for "grants -in -aid" in the H.R.C..
1980 -81 budget taken from the staff by the City Council.
The Human Relations Commission.recommended.that.the total enumeration for the
mediator be.$17,000.00, with $800 to be used.for, advertising these services
which would be provided fora fee by the.mediator to landlords and tenants
in the community.
-. -Councilman Dunin stated he did not.agree..with the .retaining of..an additional
employee or by contract or on staff. He would consider granting funds to the
H.R.C. for mediation training either for H.R.C. members who were interested or
for members..presently,,gmployed. .
Councilwoman_Billig stated that the City Council must be aware -when adding
staff to do a specific job. She felt that the City-Council did not feel
this would be a viable.addition to staff and did not feel that the H.R.C.
had .thought through their proposal as to..needs,.etc.
Emlyn Jones spoke- strongly in support.of.adding a staff member to- H.R.C. after
the loss of the H.R.C. assistant.in June. He.felt that this program must be
looked at. They were not interested.in any kind of a mediation board not -under
their control. They wanted a contract mediator to handle landlord /tenant problems.
Councilman Munger stated he, could not support the H.R.C. request for.an.additional
employee or contract mediator. He felt the H.R.C. should be advised that he
would not support this request.
Mayor Cooper .stated..he. felt there...was._a need for a „ landlord/ tenant -mediating
problem . in the community but not on the.grant.basis , as requested by.the H.R.C.
He .agreed the council should allow some funds to be used for mediation training
or a contract mediator but let -the H.R.C..come.back with.a.program to implement
these funds.
On motion of Mayor Cooper, seconded.by Councilman Dunin, that the City Council
set aside.$6,000 to the H.R.C. for..a program for landlord /tenant mediation
either by part -time contract employee or for training of the H.R.C. members or
H.R.C. staff. Motion carried.

the Planning-Commission recommending that the City Council.add as an.emergency
item a.r6commendation dealing with the Specific-Plan and.an Environmental-.Impact
Report for the Airport Area.
.Councilman Dunin stated that he was not�willin'g to.discuss-this matter at this
time-as he had just received it after the close.of the agenda. He.felt it was
very comprehensive and he wished to review it at.a later time. He also felt that
the re.comiendation . of f the P-lanning'Commission dealing . with a moratorium in.the
general area should be discussed more thoroughly.
Councilwoman Billig felt the Council should at least.consider and give advice and/
or consent from the,city for the Board of Supervisors to proceed with the study.
On motion of Councilman Dunin, seconded by Councilman Bond, that the matter be
continued to,the Council Study Session on.Tuesday, August 19, 1980 and that the
City Clerk notify the Board of Supervisors to hold.of.their consideration until
the Council had completed their study.
