He then reviewed the various levels of protections, including cost estimates,
area that would be subject to flooding, compatibility, etc., of a 25 year level
of protection, a 50 year level of protection, and 100 year level of protection.
After the final presentation, Mr. Schaaf recommended that the City Council should
opt for the 40 year level of protection for the city based on the city's under -
street structure. He felt that this level of protection would cost approximately
$14 million. ,
D.F. Romero, Public Services Director, recommended that the under city culverts
be used as the base for future development as recommended by Nolte & Associates,
using a 40 -year criteria.
After some discussion between the City Council and the representatives of Nolte &
Associates, City Council continued the Phase I Project Report to a future Study
Session, but they requested a report from the Finance Director on alternate methods
of financing the flood control improvements and at what level.

ABSENT: None
4. Considered by the council of a resolution approving an agreement between
the city and Peoples Self -Help Housing Corporation was continued to the City Coull
meeting of September 16, 1980.
There being no further business to come before the City Council, Mayor Cooper
adjourned the meeting at 2:15 p.m. to Tuesday, September 16, 1980 at 4:00 p.m.
