questioned why Commissioners Punches and Victorino
were not
being reappointed.
Councilwoman Dovey
explained that one commissioner had served almost
8 years
and felt that the
committee should have new people with fresh ideas.
Also, two
applicants being recommended seemed to have the backgrounds closest
to what the
subcommittee felt
the Promotion Committee could use.
On motion of Mayor Billig, seconded by Councilwoman Dovey, to approve Joanne
Ruggles, Linnaea Phillips, Clyde Hostetter, Veronica Croutcher for 1 yr. terms .
and LaVerne Schneider to serve the next appointment in case a vacancy should
occur during the first.3 months on the committee. Motion lost on the- following
roll call vote:
AYES: Mayor Billig and Councilmember Dovey
NOES: Councilmembers Bond, Dunin, and Settle
ABSENT: None
After brief discussion, it was moved by Councilman Bond, seconded by Councilman
Settle, to appoint the following to the P.C.C. with 1 year terms.:
1. Joanne Ruggles
2. Sally Punches
3. George Victorino
4. Linnaea Phillips
5. Veronica Croutcher, alternate in case a vacancy occurred in 3 months
Motion passed on the following roll call vote:
AYES: Councilmembers Bond, Settle and Dunin
NOES: Councilwoman Dovey and Mayor Billig
ABSENT: None
By way of explanation, Mayor Billig stated she voted no, not because these
people were not fine people because, they were and would do a good job for the
city, but because Council was not following the procedure used with the other
appointments. The full Council did not sit in on these interviews, and could
not be aware of the Subcommittee's reasons for their nominations. Council re-
spected the decisions by other Subcommittees without question and she felt they
should have in this case as well.
12:40 Council adjourned to Closed Session to discuss Personnel Matter.
1:30 p.m. Council reconvened in Regular Session, all Councilmembers present.
1:31 p.m. Council adjourned to Monday, July 6, 1981 at 12:10 p.m.
