A. Paul Lanspery introduced Toby Ross, new Community Development
Director, and announced that Geoff Grote was leaving his Interim Com-
munity Development Director position to become Assistant to the Admini-
strative Officer.
1. 1982 -1983 CITY BUDGET
Paul Lanspery, Administrative Officer, reviewed the 1982 -1983 budget
message with the Council (see file no. 233). The 1982 -1983 budget
totaled $18,420,884. The 1981 -82 revised budget was estimated at
$16,706,231. The major issues in the next year are cutbacks in State
subventions and capital improvements to include sewer treatment plant,
turbine generator and penstock improvements, corp yard, police building
addition and Sinshiemer pool improvements. He was asking funding for
two new positions: 1) a source control technician in the sewer utili-
ties; and 2) financial systems analyst for the Finance Department. He
also reviewed the CIP budget message (F -233) giving overview, process
and philosophy, the water and sewer funds of Public Utilities and a
summary of proposed projects. The thrust behind CIP proposals this year
was two -fold: 1) constructing those projects for which design work was
underway or completed; and 2) allocating funds for future project
planning.
Rudy Muravez, Finance Director, reviewed the new budget format. In
particular, staff had dispersed a number of overhead charges such as
insurance and capital replacement costs directly to departmental line
items. They have also created some new program and activity accounts.
In the short term this would cause some difficulty in tracking costs
from prior years forward, but in the long run it would give the City the
necessary account structure to identify program costs.
Paul Lanspery, Administrative Officer, also submitted a list of deleted
budget requests, totaling in personnel $186,400, capital outlay projects
of $134,390 and operating expense of $351,790. He also submitted a
Council Budget Review Schedule with review period from May 17 through

June 22, starting with a field trip for the capital improvements
projects and study sessions for individual departmental budgets.
Mayor Billig requested Councilmembers give their schedules for the
coming month to Mr. Lanspery so that he can set.dates for budget review.
1:35 P.M. City Council adjourned to closed session. 2:00 P.M. City
Council reconvened, Councilmember Griffin absent.
There being no further business to come before the City Council, Mayor '
Billig adjourned the meeting at 2:00 P.M.
