Billig Absent: None City Staff Present: Paul Lanspery, Administrative Officer; Geoff Grote, Assistant Administrative Officer.; Pamela Voges, City Clerk; Toby Ross, Community Development Director; Wayne Peterson, City Engineer; Rudy Muravez, Finance Director; Dave Romero, Public Services Director; Anne Russell, Assistant City Attorney A -1 PROPERTY ACQUISITION Mayor Billig questioned if Council would be receptive to having an add on item to discuss the purchase of property at 692 Marsh Street. Upon general consensus to add this item at the end of the meeting. 1. DOWNTOWN PARKING PUBLIC DISCUSSION Mayor Billig reviewed the format that the Council would use regarding the downtown parking proposal. First would be a presentation by CPAC, public comment and other proposals,. staff presentation and then Council discussion and action. Mayor Billig declared the public hearing open. Ken Porche, representing CPAC (Community Parking Advisory Committee), reviewed the history since the inception of CPAC. He explained that at the request of the B.I.A. Parking Committee CPAC was developed to bring to the City a solution to the downtown parking problem. He introduced the members on that committee. He stated that as a part of the survey, they studied several other surrounding communities and cities and their parking problems. They worked with three Council liaisons, consultants, lawyers, architects, businessmen, property owners and city staff. Last 1
