Toby Ross, Community Development Director, presented a progress report,
noting that.a workprogram has been prepared, consultants have been selected
and a technical advisory committee has been appointed in an effort to tap
resources in the community to help prepare an economic analysis forthe
city. . .
Mr. Ross reviewed the scheduling of the program and how it.may relate to
other programs like.the Capital Improvement Program and the proposed San
Luis Obispo Mall. He noted that several different strategies are to be
tested, including.the existing .program, tourist expansion, industrial'
expansion, retail expansion (including two sub - strategies: downtown and
outlying shopping center development), government expansion and limited
growth.
Mr. Ross.commented both the City Council and'Planning Commission are-
principal components of the review, although a framework for decision or
public review process has not yet been defined. Some additional review, in
the form of committees, will also take place. He indicated the purpose of
the Technical Advisory Committee is to make sure the data collected fit the
uniqueness of the city.
Walter Kieser, consultant, indicated for Commissioner Bullock that the
workprogram will give an idea as to both the cost of service for a particular
strategy and its benefit, including both direct impact on revenues and
secondary impacts (i.e., sales tax) on the people of the community.
Councilman Settle felt that in the review of limited growth, the issue of
residential development should also be addressed.
Walter Kieser noted the review process would demonstrate the implications
of each particular action.
Councilman Griffin indicated this is how he would prefer that Strategy #5
(government expansion) be studied.
Commissioner Gerety felt Strategies 2 - 5 were generically the same and
could be either de- emphasized, maintained as in the existing program, or
promoted. Strategy 1 is just a component of the methods which could be
used in order to come up with an overall strategy program. He believed
that housing is a revenue source for the community and should be removed
from the impact factors and moved into the strategy sections. He felt No.
4 should be identified as "commercial" rather than "retail ".
Toby Ross, Community Development Director, agreed that there will be
components of existing policy that remain in every strategy. Housing
impacts will be analyzed. The revenue aspects of housing will show up in
the city revenue review.
In response to a question from Councilman Dunin, Toby Ross, stated a
strategy has not been generated which emphasizes commercial growth, other
than retail.
Councilman Dunin was afraid it may already be too late to create the city
as a central coast retail center. He did not see any reference in the
report to bringing in banks, corporate headquarters, research industries,
etc., which would then create the city as the "commercial" center of the
central coast. Mr. Ross felt No. 3 could be redefined to incorporate these
concerns or it could be treated separately.
Councilman Settle felt two things were being looked at: the impact on
development for the city's economic survival, as well as questions based on
what type of industrial, commercial or other types of corporate entities
coming in would have in the positive sense.
Terry Simons, ARC Commissioner, agreed with Commissioner Gerety's comments
that the program lacked a quantitative third dimension and proposed a
seventh category which would include an analysis of accelerated growth as a
bracketed ceiling. He recommended that all evaluations be made simultaneously.

Councilman Settle suggested that subsequent reports should include illustrated
examples of how the information can be applied. This will be helpful to
both the council and commissions, as well as the community in general.
In response to a question from Councilman Settle, Toby Ross stated that an
intergovernmental impact has not been specifically identified and felt this
should be added as another type of impact.
Terry Simons, ARC Commissioner, questioned whether the plan will address
' the potential for reduction of resources, specifically water resources.
Toby Ross, Community Development Director, noted this was not within the
scope of the study, however, it could be assessed during the feasibility
study.
Councilman Griffin was concerned that there was a real limitation as to what
the city's policies could accomplish, assuming a particular strategy was
adopted, because of outside forces that the city does not have much control
over. He hoped that either in the tasks that have been already commissioned
or in task 417, the city can qualify what strategy the city itself can
actually influence. He was concerned that this program would be looked at
as the "savior" of all the city's problems, even though it would not be
that way.
Paul Lanspery, City Administrative Officer, was confident that the information
could be narrowed down so that the assumptions, recommendations and credibility
would be well known. The information would also be continually updated to
keep it current.
Toby Ross, Community Development Director, noted the next step is to
develop the strategies. .
The meeting adjourned at 8:30 p.m. to the next regular meeting of the City
Council scheduled for,May 3, 1983, at 7:00 p.m., in the City Council
' Chamber and the next special meeting of the Planning Commission scheduled
for May 4, 1983, at 7:00 p.m. in the City Council Chamber, City Hall, 990
Palm Street.
