80 -unit multi- family rental housing development and related auxiliary
facilities to be located at -95 Stenner Street within the City.
Roger Picquet, City Attorney, stated it was staff's recommendation to
continue this item indefinitely-.. The applicant had approached staff and
was trying to pull together the necessary documentation that would allow
the tax exemption status prior to.fiscal year 1984. The applicant had been
unable to provide staff with the necessary documentation; hence, the
recommended action. Also, there was new legislation being considered that
would allow the developer to come back to Council at a later date.
Councilwoman Dovey questioned the status of the project to date.
Roger Picquet stated it was his understanding that the project was on hold.
Upon question, Paul Lanspery, Administrative Officer, stated he would find
out the status of the project insofar as how much time was left on the
project prior to the tentative map expiring and advise the Council.
On motion of Councilman Griffin, seconded-by Councilman Dunin, to continue
this item indefinitely.

2. ,ELECTION OF.VICE -MAYOR (File 41111)•
Mayor Billig asked for nominations.
Councilwoman Dovey nominated Allen K. Settle for Vice - Mayor.
Mayo =.Billig seconded the nomination.
Councilman Griffin suggested that possibly a policy should be established
to determine how the Vice -Mayor position should be filled.
After-discussion it was moved by Councilman Griffin, seconded by Councilman
Settle, Council policy would be thatlevery two years, concurrent with the
Mayor's .term, selection.of the Vice -Mayor would be.on a rotational- basis.
The appointment going to the next senior member.
Motion carried on the following roll call vote:
AYES: Councilmembers Griffin, Settle, Dunin and Mayor Billig
NOES: Councilwoman Dovey
ABSENT: None
On motion of Councilwoman Dovey, seconded by Mayor Billig, to elect Allen
K. Settle as Vice - Mayor.

On motion of Councilman Griffin, seconded by Councilman Settle, to commend
Ron Dunin for his services -as Vice-Mayor,-in particular his consistency and
diligence.
Motion carried on the following roll call vote:

3. ADVISORY BOARD APPOINTMENTS (File X6122)
Council discussed-Subcommittee appointments to the various Committees;
Commissions and Advisory Boards.
Mayor Billig stated she proposed the selections based on various Council -
member's timeframes, amount of time the individual committee meets, indiv-
idual Councilmember interests to the various committees, and comments
expressed by Councilmembers.
Councilman Griffin suggested that an alternate also be named for the Water
Advisory Committee, Whale Rock Commission and League of Calfornia Cities
Channel Counties Division.
On motion of Councilman Griffin, seconded by Councilwoman Dovey, that under
County and Regional Committees and Commissions an alternate would be
selected for the Water Advisory Committee, Whale Rock Commission and League
of California Cities Channel Counties Division with the Mayor to make a
subsequent recommendation.
Motion carried on the following roll call vote:
AYES: Councilmembers Griffin, Dovey, Dunin, Settle and Mayor Billig
NOES: None
ABSENT: None
After discussion it was moved by Councilwoman Dovey, seconded by Councilman
Settle, that a member of the City Council would be selected as -a representa-
tive on the North Coastal Transit Committee as a voting member.
Motion carried on the following roll call vote:

NOES: Councilman Dunin
ABSENT: None
Councilman Dunin stated he did not believe he would have time to sit on the
North Coastal Transit Committee and, therefore; would request a replacement.
After brief discussion it was moved by Councilman Griffin, seconded by
Councilman Settle, to refer the Council appointments back to the Mayor for
recommendation and to come back to Council as a consent item.

ADVISORY BODY APPOINTMENT POLICY - adopted May 1969
After brief discussion it was moved by Councilman Griffin, seconded by
Councilman Settle, that the Advisory Body Appointment Policy be updated
with Councilmembers to review and submit their comments to the Council and
referred to staff to be brought back in final document form for Council
adoption.

4. SPECIAL - PURPOSE SUBCOMMITTEE APPOINTMENTS AND REPRESENTATIVES
(File 4111) • . .
Councilwoman Dovey suggested adding hazardous materials and off -shore oil
drilling to the list of special - purpose subcommittees.
Councilman Griffin stated he would like to decline his position as the
representative to the Economic Opportunity Commission as he had spent a
great deal of time the last 211 years and felt his time would be better
served in other areas.
Upon question, Councilman Griffin explained that the EOC states in its
governing policy that members will be elected public officials.
After brief discussion it was moved by Councilwoman Dovey, seconded by
Councilman Settle, that the EOC representative from the City of San Luis
Obispo would be listed under the County and Regional Committees and Commis-
' sions with subsequent recommendation to be made by the Mayor.

Councilman Dunin suggested that a representative from the Council.be
appointed to the Business Improvement Association.
After brief discussion it,was moved by Councilman Griffin, seconded by
Councilman Dunin, that the BIA Advisory Body be.listed under Subcommittees
on the basis that it is as much an advisory body as any other.
Mayor Billig suggested since the BIA just recently.hired a new administrator
and that this advisory body has always been somewhat autonomous and seemed
to be more jealous of its independence, that it might be better to leave
this advisory body able to function on its own. She was concerned about
the City Council being accused of interference with the decisions and
operations.
Councilman Dunin felt strongly that it was precisely for this reason that
the committee did need a representative or liaison -of the Council; however,
after brief discussion he removed his second.
Councilman Griffin also suggested under the Budget Subcommittee, in order
to provide some continuity on this committee, that one of the two previous
members be left on.
After brief discussion it was moved by Councilman Dunin, seconded by
Councilman Settle, to retain Robert Griffin on the Budget Subcommittee with
the Mayor to recommend the replacement of one of the other subcommittee
members (Dovey /Billig).

Motion carried on the following roll call vote:

ABSENT: None
7:30 p.m. Mayor Billig declared a recess. 7:40 p.m. City Council reconvened
in Closed Session to discuss litigation and personnel matters, all Council -
members present.
8:20 p.m. Mayor Billig declared a recess. 8:25 p.m. City Council reconvened
in Regular Session, all Councilmembers present.
5. COUNCIL PROCEDURES, RELATIONS AND POLICIES (File 41112)
Council then reviewed a three -page document submitted by the Mayor regarding
meeting schedules, meeting procedures and Council relations. Council went
through each item individually, reaching consensus and making suggestions.
Mayor Billig suggested following the review of these procedures, Council
submit any additional comments they may have to her and at"a future meeting,
Council take an affirmative'action to adopt this document in.a• more formal
manner; either by resolution or ordinance.
Councilman Griffin suggested that maybe a combination of the two could be
utilized in providing for its final adoption.
Council then continued their review (actual amendments may be reviewed in
the City Clerk's Office).
9:10 p.m. Councilmann Griffin left the meeting.
Council continued its discussion and agreed that additional comments should ,
be submitted to the Mayor for inclusion with staff directed to work with
the Mayor to bring this document back to Council for final adoption (4 -0 -1).
6. BRIEFING BY LEGAL COUNSEL ON REQUIREMENTS OF STATE LAW
Council continued the briefing by legal counsel regarding requirements of
State law to a future study session (4 -0 -1).
7. SEATING ARRANGEMENTS
Mayor Billig suggested the following seating arrangements be made looking
from the audience'to the'front of the room, from left to right would be:
Councilman Griffin, Councilwoman Dovey,.Mayor Billig, Councilman Dunin,
Councilman Settle.
Councilman Dunin stated it was his understanding that Councilman Griffin
did not wish to be moved.
On motion of Councilwoman. Dovey, seconded by Councilman Settle, to support
the Mayor's recommendation for Council seating arrangements.

ABSENT: Councilman Griffin
8. OTHER BUSINESS
Councilman Settle stated his support of a Team Effectiveness Work Shop as
suggested by the Administrative Officer.
