C O M M U N I C A T I O N S C -1 After brief discussion Mayor Billig was appointed as the voting delegate for the League of California-Cities Meeting to be held in Anaheim in September,.with Vice -Mayor Allen K. Settle appointed as alternate. 1. SPHERE OF INFLUENCE (File X11157) Council considered LAFCO's recommendations on the Sphere of Influence Study. Terry.Sanville, Principal Planner, reviewed the San Luis Obispo Sphere of Influence.Study stating that the recommendation was that Council schedule a study session for either August 14th or 21st to begin review of the Planning Commission's recommendation for.Phase II of the Hillside Planning Program. He suggested that they identify any additional information needed.to make formal recommendations to LAFCO at.future study sessions.. Staff would then prepare an agenda report outlining various policy,and.map alternatives and present recommendations that could be used as a basis for the Council's recommendations to LAFCO. He would, therefore, suggest they continue their review of this Study to the August 14th or 21st date. Staff would anticipate that the final form of the Council's recommendation to LAFCO would be a resolution.recommending a specific.location for the Sphere of Influence and Sphere of Service Lines, including a series of policies to be included in the report. He then reviewed the Sphere of_Influence..Map, showing the various County and City-differences as.far as the County's Sphere of..Influence,.County.'s service lines, the Planning.Commission's recommendations after their review of the Hillside Planning Program, as well as the City urban reserve line. He stated that LAFCO had primarily made its.recommendations based on various policy documents, those being primarily the County and City General Plans. However, they also reviewed population and service information as well. He reminded the Council that the City's Urban Reserve Line was still subject to any changes following the recommendation by the Planning Commission after their review of the 9 hillside areas that Council will be reviewing during the next month. Toby Ross, Community Development Director, stated that LAFCO had been requested to continue the City's Sphere of Influence discussion until J 1 1 1 it 1 City Council Minutes Monday, July 2, 1984 - 12:15 p.m. Page 2 August 30, 1984, which had been granted. The County would have to deal with this item prior to August 30th, which is approximately the 65th day of the 70 days provided.before they were required to make a decision. Mayor Billig suggested that the Council review this prior to the August 14th and 21st meetings in order that both City staff and County staff would have ample opportunity to refine any policy statements or map changes that might be desired. She, therefore, suggested the appointment of a Council Subcommittee to work with staff and to come back with recommendations at a Study Session before the August 14th meeting. Councilman Settle arrived at the meeting at 1:10 p.m. Terry Sanville, Principal Planner, then continued review of the City's Sphere of Influence as proposed by LAFCO, primarily recognizing those areas of incongruity with the County's LUE and LAFCo's proposal to the City's General Plan. 1:55 p.m., Councilman Griffin left the meeting. Upon general consensus staff was directed to prepare an overlay map depicting the City's boundaries including 1) the City's Urban Reserve Line, 2) LAFCo's Sphere of Influence, 3) LAFCo's Sphere of Service, and 4) Planning Commission's recommendations based on its review of the Hillside Development Program (4 -0 -1). Staff.was further directed to prepare policy statements regarding the areas of incongruity between the City and the County. A Council Subcommittee would be appointed to review the Sphere of Influence, with additional study session to be set prior to August 14, 1984 (4 -0 -1). Councilman Dunin stated that he would still like to see better City represen- tation on the LAFCO board and would like some way of requesting that to them. 2. FERRINI ANNEXATION DEVELOPMENT (File 46410- 1182) Toby Ross, Community Development Director, briefly reviewed the areas that the Council would be looking at on the field trip when they adjourned. Primarily, they would be looking at lots 4679 -86, those being the 8 sensitive lots previously discussed. 2:28 p.m. City Council adjourned to a field trip for review of the Ferrini Annexation Development.
