1.- SPHERE OF INFLUENCE (File 41469)
Council continued its review of LAFCO's Sphere of Influence Study (continued
from 7/2/84 and•8/7/84).
Mayor Billig briefly reviewed the procedure that would be used this evening
and stated that the City had requested a continuance from.LAFCO but:they
were unable to give the City a continuance past the August 30th LAFCO
public hearing date. She suggested that Council accept the staff recommendations
this evening with the understanding that the 9 hillside properties that
would be before the Council for public hearings in September and October
would be given adequate notice and review. Should- Councii•make a different
decision, as a• result of Hillside Planning, the City would be willing to
initiate any such changes to the LAFCO board.
Terry Sanville, Principal Planner, then reviewed the Council agenda report
stating this was the third time the•Council was reviewing the Sphere of
Influence study. The recommendation was that Council review the various
alternatives for establishing the Sphere of Influence lines and forward
specific recommendations to LAFCO. He stated that the purpose of the
August 14th meeting was-to-select a- specific location for the sphere of
influence line'for which -the Council has up to four options: the Sphere of
Influence line recommended by LAFCO, the City's current urban reserve line,
the Planning Commission's recommendation and the staff's recommendation.
He stated that Council will need to reach final decision on August 21st ,
with recommendations then being forwarded to LAFCO for their hearing on
August 30th.
Upon question by Councilman Dunin, Terry Sanville stated that LAFCO's
review of the Sphere of Influence lines was dealt with every 3 -5 years.
Terry Sanville then showed a slide presentation reviewing the map for each
section; with Council reaching concurrence on all 17 sections as follows:
The first sections being areas 412, 413, 419.and 4113. (See maps in the packet
for the August 14th Council meeting to review individual colored lines and
how the affected boundaries have been drawn).
Area 412,-The Goldtree: staff recommendation accepted (3 -1 -1).
Councilman Dunin registered a "no" vote as he felt the City would be better
served if this was considered as an expansion area which would give it
better City control.
Area 413, the Alrita Expansion Area (includes Smee's property in the Sphere
of Influence line): staff recommendation accepted (4 -0 -1).
Area 419, Ca11e Joaquin (includes Yancy's): staff recommendation accepted
(4 -0 -1).
Area 4113, Maino /Madonna Area: staff recommendation accepted (4 -0 -1). (This
completed the recommendations affecting Phase I, Hillside Planning areas.)
The next section included peripheral areas not addressed by the City's
Hillside Program, areas 415, 416, 417, 418, 4112, 4115, 4116 and 4117.
Area 415,•Edna Islay Area: staff recommendation accepted (4- 0 -4).
Area 116, Airport Area Expansion: consensus reached for final resolve to be
made at the Council meeting of August 21. Staff agreed with LAFCO's

recommendation for the top of the map. Consensus.was reached to support
staff recommendation (4- 0 -1).. '
Area 417, Airport area: staff recommendation accepted (4 -0 -1). This was
also amended pursuant to Council discussion.
Area 418, McChoppin- Buckley Road: staff supported LAFCO's blue line.
Council agreed (4 -0 -1).
8:10 p.m. Mayor Billig declared a recess.
8:20 p.m-. City Council reconvened, Councilman Griffin absent.
Area 4112, Laguna Lake: approved as amended (4 -0 -1). Basically, the line to
follow the 126' elevation or the 100 -year flood level as well as the tract
boundary -- excluding the Open Space Easement portion.
Area 4115, Highland- Foothill: staff's recommendation was supporting the
City's current urban reserve line. Council concurred with the orange line
(4 -0 -1).
Area 4116, Skyline- Highland: staff recommendation accepted to follow the
City's urban reserve line (the orange line). Councilman Dunin would like a
closer look at this area. Staff to come back with a better definition of
the current boundary lines. Staff recommendation accepted (4 -0 -1).
Area 4117, Cal Poly West at Highland: considerable discussion was held.
This is near the Highland Drive area east of Highway 1. Councilman Dunin
suggested that LAFCO's blue line be accepted: In the event that the City
might wish to pursue a "Greek Row" area, it would give an indication that
the City would be open for that.
Councilman Settle agreed.
Councilwoman Dovey felt that this might be sending a wrong signal to Cal
Poly that the City wished to pursue a "Greek Row ".
The revised boundary as generally recommended by Councilman Dunin was
accepted (3 -1 -1). Staff was asked to research what was developed in the
small triangular area and return with precise recommendations for its
inclusion or exclusion. This completed Phase II of the Hillside Program.
Next areas to be discussed were areas 411, 414, 4110,4111 and 4114.
Area 411, Cuesta Park:
Mr. Miossi and Mr. Stimson, hillside property owners, did not feel that the
Council should be accepting either the staff's green line or the Planning
Commission's red line - without adequate notice and testimony received by
property owners as was done at the Planning Commission level.
Keith Gurnee also felt it would be premature to make such a recommendation
without the benefit of public testimony.
Councilman Settle agreed.
Councilwoman Dovey disagreed. She felt that the justification was clear in
that the City Council was staying with current City's policy with service,
' water availability, fire response, etc. She felt very comfortable with
accepting a more conservative recommendation, i.e. staff's, as she felt it
would be easier to expand those boundaries rather than trying to limit them
later.
Mayor Billig again assured the public that this would not prejudice the
public hearings that would be held in late September and October concerning
the 9 hillside areas.
A revised staff recommendation was accepted which follows city limits and
includes Cuesta County Park (4 -0 -1).

Area 414 (includes the'Kuden tract): staff recommendation accepted. This
was also the same as the Planning Commission's red line recommendation
(4 -0 -1).
Area 4110, Los Osos Valley Road: after discussion staff recommendation was
accepted, which was the green line (4 -0 -1). Councilmembers Dunin and
Settle did indicate that they would be willing to review this again after
the public hearings were held in September.
Area 4111, Billy Goat Acres: staff recommendation was again approved subject
to the public hearings to be held in September. Councilmembers Dunin and
Settle stated that they still had serious problems with.the staff recommendation
at this time (recommendation accepted 4 -0 -1).
Area 4114, Laguna Lake: Planning Commission and staff recommendation supported
(4 -0 -1).
Additional.refinements would be made to .sections 7,12, 16,.and 17 as
discussed this'evening (4- 0 -1)..
After brief discussion Exhibit "A ", the critique of technical information,
was accepted as amended. Those amendments being:on pages 30, 32, 40 and 47
(please see text for actual revisions).
10:45 p.m. Mayor Billig declared a recess.
10:50 p.m. City Council reconvened; Councilman Griffin absent.
2. HILLSIDE PLANNING PROGRAM, PHASE II (File 41467)
Terry Sanville, Principal Planner, presented an overview of the Hillside
Planning Program, including the Planning Commission's recommendations for
amending the Land Use Element map, text and the-zoning map for changing the
location of the urban reserve line, land use designations, and zoning
boundaries and designations affecting nine hillside study areas as follows:
A. GP /R 1151 (CR 1152) - CAL POLY /CUESTA PARK
B. GP /R 1153 (CR 1154) — ANDREWS STREET
C. GR 1155 - ORCUTT ROAD
D. GP /R 1156 (CR 1157) - STONERIDGE
E. GP /R 1158 (CR 1159) = MARGARITA STREET AREA
F. GP 1160 - IRISH HILLS EXPANSION AREA
G. GP 1161 - BILLY GOAT ACRES
H. GP 1162 - PREFUMO CANYON
I. GP /R 1163 (CR 1164 )'- HILL STREET AREA
Staff gave a short presentation stating.how this would be reviewed.
11:10 p.m., there being no further business-to come before the City Council,
meeting adjourned.

1
