COUNCIL HEARING ROOM, CITY HALL, 990 PALM STREET SAN LUIS OBISPO, CALIFORNIA STUDY SESSION CALL TO ORDER: Mayor Melanie C. Billig ROT.T. rAT.T. Councilmembers Present: GlennaDeane Dovey, Ron Dunin, Vice -Mayor Allen K. Settle and Mayor Melanie C. Billig Absent: Robert Griffin City Staff Present: Paul Lanspery, Administrative Officer; Roger Picquet, City Attorney; Pamela Voges, City Clerk; Toby Ross, Community Development Director; Terry Sanville, Principal Planner 1. HISTORICAL PRESERVATION REGULATIONS (File 4457) Council reviewed strategies for projects that affect historical resources (continued from 8- 13 -84). Terry Sanville, Principal Planner, reviewed at length various strategies — for projects that could affect historical resources. Staff was requesting that Council identify incentive programs that would become a part of the preservation program with recommendation that staff be directed to prepare — the draft regulations implementing the preferred program. Sandy Merriam; Chairman of the Historical Preservation Committee, emphasized that there needed to be a packaged approach for the incentives which were• broken down into four components: A) recognition of owners who have participated in the preservation program; B) direct technical assistance in the building preservation process; C) processing assistance by staff; and D) various forms of monetary assistance through loans, tax reductions or grants. Councilman Settle stated that he was supportive of the incentive program as proposed. Mayor'Billig and Councilwoman Dovey agreed. Councilman Dunin stated that he would like to see the ordinance as only an enabling ordinance with implementation being built into the handbook. He would like the Committee to remain a technical committee rather than a permanent board or commission. With regard to the incentives, he would like to see a revolving account such as seed money, which would then also gain interest with the idea that at some point the program would become self- sufficient. Mr. Dunin stated that he had talked with Councilman Griffin who also would like to see the committee remain a technical committee and keeping their duties somewhat broad in nature. Mayor Billig stated she was supportive of the incentives and would like the committee to help the Planning staff with their expertise on forms and application submittals: i� City Council Minutes Monday, October 1, 1984 - 12:10 p.m. Page 2 Upon general consensus, staff was directed to look into the revolving fund idea. Council then reviewed page 1 -49 of the staff report which was a summary sheet as revised by the Cultural Heritage Committee dated May 1984 (Exhibit B). Council reached consensus on each item as listed in Exhibit B (refer to file #457 for actual notations). The following actions taken as indicated: C -1 COUNCIL MINUTES Minutes of 'Tuesday, September 4, 1984 - 7:00 p.m. and Thursday, September 13, 1984 - 4:30 p.m.. approved as amended (5 -0). C -2 CONTRACT PAY ESTIMATES Contract pay estimates and change orders approved and ordered paid as. amended (5 -0). C -3 CLAIM AGAINST THE CITY - D. BIKLE Claim against the City by Daniel Bikle in the amount of $104 for eye injury allegedly caused when claimant walked into an overhanging branch of a city
