Chairman Diefenderfer called the Board -of Supervisors Meeting to order at
3:40 p.m..
Mayor Billig called the City Council Meeting-to order at 3:41 p.m.
1. Chairman Diefenderfer introduced Leslie Ramsey, speaking on behalf of
Assemblyman Eric Seastrand, who spoke to the issue of the State's role in
helping local government deal with infastructure financing.
2. Board Chairman Jerry Deifenderfer reported on the work of the Governor's
task force on Infrastructure.
3. Mayor Billig reviewed new techniques and capital project financing
concerning the city corporation yard and the city hydroelectric project.
Bill Briam, County Administrative Officer, gave a status report for financing
options for"the City /County Library.
Kerry Harms, Assistant County Administrative Officer, gave a brief report
on the project scope of the City /County Library explaining both current and
proposed square footage for the library, community rooms and administrative
offices.
Geoff Grote, Assistant City Administrative Officer, reviewed the library
funding from other sources, the cost elements for construction, design
costs, site improvements, etc., and plans for financing alternatives.
Paul Lanspery, City Administrative Officer, gave a review of the proposed
schedule for the library project as follows: Award of architect's contract
in November or end of December 1984; site determination by the beginning of
January 1985; a complete financial package developed by March 1985; facility
design by the middle of 1985; construction project evaluated and awarded by
August /September 1985; construction completion by July 1986.
Ed Zorns, representing Friends of the Library, stated they were working on
other financing, fund - raising activities and looked forward to the joint
cooperation of the County Board of Supervisors and City Council to bring
this to fruition.
Upon general consensus, the Board and Council supported staff's continued
work on the project.
There being no further business to come befo the Joint Meeting, Mayor
Billig adjourned the meeting at 4:45 p.m.
