1. BUDGET FINANCIAL POLICIES (File #233)
Paul Lanspery, Administrative Officer, reviewed the two -year budget
schedule for fiscal years 1985 -87 and received Council's consensus as
recommended.
Bobbie Goddard, Finance Director, reviewed nine financial policies
highlighting the changes from previous years.
Geoff Grote, Assistant Administrative Officer, reviewed eight
program /service -level policies. Staff was recommending that Council
delete two policies entitled, "Information Systems Development" and
"Utilization of Volunteer Resources," and add three entitled, "Investment
Policy," "Debt Policy" and Traffic Control Device Guidelines."
Council then reviewed and reached unanimous consensus on each policy,
including several revisions (please see draft Management and Budget
Policies copy in the City Clerk's Office for specific changes).
6:20 p.m. Councilman Griffin arrived at the meeting.
After additional discussion and brief comment by the public, Council gave
conceptual approval to the Management and Budget Policies as discussed this
evening. The Budget Subcommittee (Councilmembers Dovey and Griffin) were
requested to amend the Policies as discussed, with staff directed to bring
them back in final form for adoption (5 -0).
Council also requested that staff look at a possible new policy entitled,
"Underground Utilities," and further that the two policies recommended for
deletion be deleted from this document but be included elsewhere in either
the individual department budget objectives or goal statements (5 -0).
There being no further business to come before the City Council, Mayor
Billig adjourned the meeting at 7:05 p.m. to Tuesday, April 16, 1985, at
7:00 p.m.
