COUNCIL HEARING ROOM, CITY HALL, 990 PALM STREET BUDGET SESSION Councilmembers Present: GlennaDeane Dovey, Ron Dunin, Vice -Mayor Allen K. Settle and Mayor Melanie C. Biliig Absent: Robert Griffin City Staff Present: Paul Lanspery, Administrative Officer; Roger Picquet, City Attorney; Pamela Voges, City Clerk; Dave Romero, Public Works Director; Geoff Grote, Assistant Administrative Officer; Roberta Goddard, Finance Director; Dave Elliott, Administrative Assistant; Dave Ion, Systems Development Manager; Bill Hetland, Utilities Manager; Lane Wilson, Parks /Building Manager; Dennis Cox, Drainage /Projects Coordinator; Nancy Knofler, Transit Manager; Dave Pierce, Streets Manager 1. TRANSPORTATION AND UTILITIES BUDGET (File #233) Council reviewed the Transportation and Utilities Budget for FY 1985 -86 found on pages D -18 through D -50 of the Budget report. Bill Hetland, Utilities Manager, reviewed the Utility budgets (D -18 through D -27). Council reached consensus on each budget with minor amendments as indicated in master copy of budget (available in City Clerk's Office) (4 -0 -1). Councilman Dunin expressed concern that the city look very diligently at other alternatives prior to any future recommendation that included hiring of a lab technician (reference D -21). With regard to the Public Utilities Water Customer Service Budget, Council suggested that additional alternatives be looked at to provide better compliance of payment of water bills. Council suggested that staff include looking at initiating a larger deposit that would cover unpaid debts. With regard to the Waste Water Treatment and Disposal Budget, the City Council directed the Administrative Officer to write a letter to the State Water Quality Control Department regarding the State's stringent requirements for analysis of wastewater discharge. 1:45 p.m. Mayor Billig declared a recess. 1:55 p.m. City Council reconvened, Councilman Griffin absent. Council then reviewed the budget beginning with D -32 entitled Whale Rock Reservoir Operations. 1 Bill Hetland, Utilities Manager, reviewed the Whale Rock operations. Dave Pierce, Streets Manager, reviewed the Street and Sidewalk Maintenance budget (D -36). Upon general consensus, staff was directed to meet with the B.I.A. regarding scheduling and operation of the new sidewalk sweeper. CITY COUNCIL MINUTES - MONDAY, JUNE 10, 1985 - 12:10 P.M. PAGE 2 Councilman Dunin and Mayor BilliQ expressed concern about city -wide tree maintenance. Mr. Dunin was concerned that if the city did not have the help of the CMC and the CCC, maintenance costs could be prohibitive. Upon general consensus, a second objective was added to the Transportation narrative entitled Storm Drainage Maintenance (see page D -40). Nancy Knofler, Transit Manager, reviewed the Bus Operations /Maintenance Facility under Transportation (see page D48). Mayor Billie stated she was concerned that the participation by the City in North Coastal not appear as if the city is simply an extension. She felt there should be a clear delineation between the City system and the North Coastal'system. Council then reached consensus on each departmental budget as indicated on the draft document (4 -0 -1) (please see budget master copy in the City Clerk's Office). C O M M U N I C A T I O N S C -1 Mayor Billie stated that she had received a letter from Pete Zweiderwig of the Grand Jury who was concerned about the doubling of the CMC inmates. They questioned if the City would be interested in increasing the Narcotics Task Force. After brief discussion and upon general consensus, Council supported the request (4 -0 -1).
