1. 12:20 p.m. Mayor Billig adjourned the meeting to closed session to
confer and give direction to negotiator regarding ongoing labor relations
in the Police Unit.
' 2. 1:05 p.m. City Council reconvened in open session. Mayor Billig
declared a recess. 1:15 p.m. City Council reconvened, Councilwoman Dovey
absent.
3. 1985 -87 FINANCIAL PLAN (File #233)
Council considered management and budget policies, program narratives for
the 1985 -87 Financial Plan, and resolution amending the allocation of
property tax revenues.
Geoff Grote, Assistant Administrative Officer, briefly reviewed the report
and explained the underground utilities policy statement that had been
added to the budget policies since the Council last considered it.
After brief discussion and on motion of Mayor Billig seconded by
Councilman Settle, the underground utility management and budget policy
statement was approved as recommended by staff (4 -0 -1, Councilwoman Dovey
absent).
On motion of Councilman Settle, seconded by Mayor Billig, Resolution No.
5710 (1985 Series), a resolution of the Council of the City of San Luis
Obispo was adopted amending the allocation of property tax revenues as
recommended by staff (3 -1 -1, Councilman Griffin voting no; Councilwoman
Dovey absent).
Upon question, Councilman Griffin stated that he would have preferred to
have seen more flexibility allowed over the adoption of a formula in the
form of a resolution. He simply felt this was too stringent.
On motion of Councilman Settle, seconded by Councilman Griffin, to approve
the remaining budget policies and narratives as previously reviewed by
Council with minor amendments as submitted (4 -0 -1, Councilwoman Dovey
absent).

C O M M U N I C A T I O N S
C -1 Vice -Mayor Settle submitted a one review of a proposed ballot
measure to the Council for discussion at their meeting on the following
day, July 2. This was in regard to terms of office with suggested
alternatives.
There being no further business to come. efore the City Council, Mayor
Billie adjourned the meeting at 1:45 p.m.

On motion of Councilman Griffin, seconded by Councilman Settle, the
Consent Agenda was unanimously approved as recommended by the City
Administrative Officer on a 5 -0 vote, with the exception of items C -8 and
C -10 as noted. The following actions taken as indicated:
C -1 COUNCIL MINUTES
Minutes of Tuesday, May 21, 1985 - 7:00 p.m. approved as amended (5 -0).
C -2 CONTRACT PAY ESTIMATES '
Contract pay estimates and change orders approved and ordered paid as
recommended (5 -0).
C -3 CLAIM AGAINST THE CITY - HAMIL (File #189)
Claim against the City by Hillary and Oliver Hamil in the amount of
$5,000,000 for injuries allegedly caused by dangerous road conditions
existing at Laurel Lane and Southwood Drive was denied as recommended
(5 -0).
