1. RESOLUTION OF APPRECIATION - FIREFIGHTERS
Council considered a Resolution of Appreciation expressing thanks to all
county -wide fire crews and community support services for efforts in
protecting the city from the Las Pilitas fire.
On motion of Councilman Griffin, seconded by Councilman Settle, Resolution
No. 5722 (1985 Series), a resolution of the Council of the City of San
Luis Obispo was adopted expressing thanks to all fire crews as
recommended. Motion carried, unanimously.
2. CITY COUNCIL MEETING DATES
Paul Lanspery, City - Administrative Officer, submitted:a revised City
Council meeting date and schedule changes for July and August.
On motion of Councilman Griffin, seconded by Mayor- Billig, to approve the
revised schedule as-recommended. Motion carried, unanimously.
3. CITY COUNCIL/MANAGEMENT TEAM TRAINING
Mike Thompkins, management consultant :and trainer from Sacramento, spoke
on "Effective Team Management in the Public Sector He reviewed 5
issues:
1) What are we talking about?
2) Why are we -a team?
3) What is a team?
4) How does a team evolve?
5) What stands in the way of a team?
1) What are we talking about?
He explained the principal of "Do you help to let people grow, or does the
organization consume its people ?" To let people grow requires practice,
role clarification and targets. Some of the platitudes he listed were:
1) It's all in having a positive attitude. 2) Discipline: "Don't let your
helmet hit the ground ". If you have too many rules you tend to ignore
most of them. 3) Team Building: only one person speak at a time. 4)
Trust: you need unity /togetherness. 5) Find out where your people want to
go. 6) Let people use their idiosyncrasies. Don't over -coach and
over- criticize. The ego is very fragile. 7) Enjoy the successes
together. 8) Get outside yourself and pursue something else besides your
own gratification or interests. 9) You can't give 100% unless you're
there. 10) "Sacrifice talent for commitment ". 11) Inability to listen.
12) Have sufficient preparation. 13) Motivation: it may not be the only
way, but it's the best way. 14) Dare to be different. 15) Personalize:
you need to show that you like everybody. For instance, when a decision
is made the person shouldn't be made to feel that "he voted against me
because he didn't like me ". 16) Forget your open door policy. Get
outside with the troops. No staff meetings. 17) As Vince Lombardi says
"Know the Fundamentals ". Love each other, like each other. A great coach
can visualize the outcome of the play.
2) Why Are We a Team?
Do you really need a team? Sometimes you don't.
Ask yourself, "Do
you
need it and where do you need it? If you do you
need cooperation,
teamwork (cohesiveness). How will you benefit
from it? It can be
rewarding, fun, fulfilling. It's synergy, its whole is bigger than the
sum of it. Provide role clarification. Give the feeling you like working
together
3) Elements of a Team
A) Goals. B) Communication. C) Leadership. D) Conflict resolution.
It's OK to agree not to agree. Support other's goals as passionately as

your own. Have temporary equality. Let people speak freely, ask them
what's on their mind. Sometime it's a good idea, if you're going to have
that kind of open conversation, to request it not leave the room.
8:25 p.m., recess.
8:40 p.m., City Council reconvened, Councilman Griffin absent.
4) Evolution of the Team
Answer these statements:
1) My assessment of the way we work together is ....
2) The problem of conflict resolution in this group is....
3) What do you need from the group to accomplish your goals....
Use the word issue instead of problem
exercise.
What can stand in the way of a team?
Remember, it's painful, just like
a) Council (politicians) b) Manager, who's trying to get the job done.
c) Argue ideas, don't be personal. Don't attack personalities. Ask "How
will group benefit, rather than how will I benefit ". d) Divergence of
perception. What you see so closely as being important, others sometimes
don't. What is the other guys point of view.
Group Dynamics Some of the barriers are: a) goal conflict, b) dominance,
(the noiseiest individuals are usually not the strongest or the smartest)
c) gamemanship, d) hidden agenda, e) misplaced perceptions,
f) non - participation, g) group think, h) playboy approach, i) negativism,
j) interruptions, k) redundancy, 1) lack of focus, m) lack of closure.
Remember, don't con anybody, never lie. And remember what do you want
your legacy to be? What do you want to be remembered for?
