1. CITY COUNCIL /MANAGEMENT TEAM TRAINING
Ann Crossey, Personnel Director, presented a work behavior style
identification exercise. The purpose was to find out what our predominate
work behaviors were and how to best use them as a team member, using a
prepared self - evaluation tool.
10:00 a.m., recess. 10:10 a.m., reconvened.
Geoff Grote, Assistant Administrative Officer, presented "Excellence in
Municipal Management," an exercise to identify factors that promote or
inhibit excellence to determine areas where the principals of excellence
can be applied to San Luis Obispo. He also presented a series of
overheads describing the elements of excellence. Two key areas identified
were "Each one of us is the City" and "Thou shalt not kill a new idea ".
Some of the ways that we determined that we could promote excellence were
with respect, positive attitude, support, clear policies. Ways that
inhibited were, fear of failure, isolation by Council or management, the
physical plant, amount of task vs. time and measures.
12:00 p.m. adjourned for lunch.
12:30 p.m. reconvened.
Paul Lanspery, Administrative Officer, reviewed the draft Council Mission
Statement, in order to finalize the City Council Mission Statement which
could be used as an element in both goal setting and Employee training
programs. We agreed that we wanted to simplify the format, making it a
little bit friendlier. Suggestions included retitling it to The San Luis
Obispo Way. Also retitling the sections: #1, Rather than Introduction,
use "Who Are We ". Instead of #2, Government Purpose, it would read "What
Are We Doing ". #3, Council Goals and Objectives, would be "Where Are We
Going ". #4, rather than Organizational Principals, suggestions included,
"What Do We Stand For."
Following the group discussion, this was referred back to subcommittee
(Dovey /Crossey /Lanspery /Stockton) to come up with another draft to bring
back to the full group.
There being no further business to come before the meeting, Mayor Billie
adjourned the meeting at 1:36 p.m. to Monday, my Aj, 1985 at 12:10 p.m.
