JOINT CITY COUNCIL /HOUSING AUTHORITY MEETING (File #1032) The City Council held a joint study session with the City Housing Authority. The discussion included review of the Annual Report: status of of Federal Tax and Budget proposals; and general discussion on future direction, including the Housing Element. After discussion and upon general consensus by Council and Commission, it was agreed that a committee comprised of two Councilmembers and two Housing Authority members be formed to review various issues raised this evening, including assessment of future direction, review of a joint action to get the County to establish a housing authority, identify the homeless in the Housing Element and report back to Council. 1:35 p.m. Councilman Griffin left the meeting. 1:40 p.m. Mayor Dunin declared a recess. 1:45 p.m. City Council reconvened, Councilmember Griffin absent. 2. CAPITAL PROJECT FINANCING - MADONNA ROAD & HIGUERA STREET IMPROVEMENTS (File #416) Bobbie Goddard, Finance Director, reviewed the agenda report with recommendation that, after discussion of the assessment district and asset transfer program, staff be authorized to proceed with implementation. She then introduced Virginia Horler with Rauscher, Pierce, Refsnes, Inc., and Chick Adams with Jones, Hall, and White, Inc., the City's Bond Counsel, and gave a brief report highlighting the major aspects of the asset transfer program. Virginia Horler reviewed the assessment district financing and submitted a calendar of events for implementation of the bonds. Chick Adams reviewed the asset transfer program and reviewed the tentative time table for the issuance of the bonds. After discussion and upon general consensus, Council supported the staff recommendation and included the alternative of including the parking structures in the same bond issue (4 -0 -1, Griffin absent). Staff was directed to prepare a brief summary for methods of funding to provide that the public was well informed prior to the next meeting on this issue tentatively scheduled for April 1, 1986 (4 -0 -1 Griffin absent). C O M M U N I C A T I O N S. C -1 Council consensus to participate in the League of California Cities City Council /City Manager Leadership Team Workshop scheduled at Lake Tahoe on May 29 -31, 1986. C -2 City Administrative Officer Paul Lanspery stated that the Water Management Plan would be available on Friday March 28 so that Council might review it in public session on April 8.
