Council began its rev.iPw of the 1986 -87 Financial Ilan including: 1)
revenues. 2) fund balances. and 3) operating appropriations.
Pau1_Qnspery. Administrative Officer. reviewed the budget document
stating this was the second year of the two -year plan (see two -year budget.
update dated fiscal year 1986 -87 available in the City Clerk's Office -
fiie 4233).
After review this item was continued to Tuesday. May 13, 1986. at
7:00 p.m. for continued review of the budget, specifically the Capital
Facilities Plan and the Capital Reinvestment Plan (4 -0 -1. Griffin absent).

C -1 Upon general consensus Council directed staff to bring back resolu-
tions regarding-State Ballot Measures 46 (Local Control Act -- General
Obligation Bonds) & 47 (Vehicle License Fee Guarantee). Council had
previously acted on Prop. 49 (non - partisan Local Election) & 51 (Fair
Responsibility Act- -Tort Reform "Deep Pocket ") (4 -0 -1. Griffin absent).
C -2 Upon general consensus Council authorized additional travel funds for
Councilwoman Rappa to attend meeting in Sacramento regarding State prisons
(3 -1 -1. Griffin absent).
There being no further business to come before the City Council, Mayor
Dunin adjourned the meeting at 1:35 p.m. to Tuesday, April 29, 1986, at
7:00 P.M.
