APRIL 29. 1986 - 7:00 p.m. PAGE 2 7:35 p.m. Mayor Dunin declared a recess. 7:45 p.m. City Council reconvened, all Councilmembers present. 2. WATER MANAGEMENT PLAN (File #517) Council continued its review of the draft Water Management Plan (continued from 4- 22 -85, 6 -4 -85, 10- 15 -85, 4 -8 -86 and 4- 22 -86). Mayor Dunin stated that he had received a copy of a letter from John Merriam, with suggestions for ways to utilize ground water, which he would make available to the Councilmembers. Councilman Griffin also submitted for Council's review a two -page list of ideas for proposed Water Management Plan and Policy Statements and a reading list regarding quality of State Aquaduct water. Bill Hetland, Utilities Manager, distributed the Executive Summary of the County's draft Water Master Plan. Council continued its review beginning with Chapter II - Study Area Characteristics, (G) Water Use Analysis. Council continued „with siltation assumptions, water use analysis from the County Water Master Plan, ground water, Whale Rock exchange, Bishop Reservoir, and environmental impact report review. Councilwoman Rapp a asked that staff report back on the population expansion needs for CMC. Upon general consensus. Council agreed to not eliminate siltation as a consideration. Council made additional comments and suggestions as they reviewed the draft document and suggested one additional study session (May 12. 1986. at 4:00 p.m.) prior to setting this for public hearing (5 -0). C O M M U N I C A T I O N S C -1 Upon general consensus, Councilwoman Rappa to work with staff and Richard Schmidt to consider his proposal for the relocation of the Human Relations Commission Building at Palm and Osos Streets and establishment of policies and procedures for the relocation of older significant buildings (5 -0).
