Dave Norton, Morro Bay Water Engineer, began the presentation by discussing Morro Bay's water situation and limits imposed on growth by Measure F. He said every rainy season water is lost to the ocean because the acquifers fill and the run -off flows into the streams feeding the ocean. If this water could be captured during the rainy season and stored in- the Whale Rock reservoir for times when water is scarce, it could provide an interim solu- tion to Morro Bay's water problem. He explained the use of in- stalling rubber dams in streams when water is plentiful to tem- porarily hold excess water pumping into Whale Rock reservoir. Bill Hetland, Utilities Manager for the City of San Luis Obispo, reviewed the City of San Luis Obispo's water situation and gave statistics from their recently adopted Water Management Plan. He reviewed the proposed concept to provide small check dams across possibly 7 streams in the area and pump the additional water into the Whale Rock Reservoir. A model of the inflatable dam was pre- sented. He also reviewed the amount of storage available in Whale Rock. Mr. Hetland stated the important thing to remember is that al- though it is a viable project, whether it is cost effective and whether it produces enough yield is another matter. He discussed the number of agencies which would have input into this project during the environmental impact process. He emphasized many is- sues needed to be addressed, and the proposal is in concept only at this point. Mr. Napper stated the staffs of both cities are recommending the respective Councils endorse the project in concept, authorize staff to request the Whale Rock Commission to participate in the development of the feasibility study on the project, and request the respective City Council's allocate funds to pay for the study. It is anticipated the study will cost ..approximately $50j000, and he recommended Morro Bay be responsible for half and the Whale Rock Commission for the other half at this point in time. Mayor Dunin officially called the San Luis Obispo City Council to order for the record. 6H__4 MiNUTES - MURRO BAY CITY COUNCIL ADJOURNED REGULAR MEETING WITH THE SAN LUIS OBISPO CITY COUNCIL - JUNE 26, 1986 PAGE 3 Councilmember Settle indicated concern over the amount of inter- agency cooperation needed to allow the project to go forward, and timelines on study completion. Mr. Norton stated the feasibility study will take approximately 3 to 4 months, during which time the cities will contact the vari- ous agencies involved in providing input into the project. Mr. Nichols noted an inflatable dam is currently being used in the Los Angeles area. He said the State Department of Water Re- sources had suggested Morro Bay look into this idea. Councilmember Ra a pp stated Monterey o terey County is using this system for their salt water intrusion problems. Councilmember Risley asked about a fish - ladder dam, Mr. Norton stated staff will be looking at the various types of dams which can be implemented in this concept project. Councilmembers discussed various aspects of the project and it was noted most of the concerns and questions would be addressed in the feasibility study. Councilmember Dovey asked about the capacity of Whale Rock reser- voir and whether that capacity can be increased. Mr. Hetland stated staff is looking at that subject as well. Councilmember Settle asked when something like this could be done if all agencies agree. Mr. Hetland stated this is an intermedi- ate project to be accomplished in 3 to 5 years. Comments from the public were accepted by both Councils. Encour- agement for concept approval was received from Supervisor Coy, also indicating the water needs of Cayucos and Cambria; Grace Melton; Don Smith; Ken Fife, representing Cuesta College's inter- est in becoming a partner in the project; John Bergmueller, Cayucos Sanitary District Board Chairman; and Chris Thompson, t•:orro Bay Chamber of Commerce. Jean Cartwright cautioned protec- tion of the estuary in Chorro Creek; and Charles Palmer suggested the Councils also look at a water management plan so they will know how to handle the water that becomes available. MOTION: Councilmember Settle moved Council authorize staff to request the Whale Rock Commission to participate in the development of a feasibility study for the Coastal Stream Diversion and Storage Project, and recommend approval of funding.in _the amount of $25,000 to pay for the study. The motion was seconded by Councilmember Rappa. Councilmember Dovey was hesitant to commit to anything specific at this time. She also wanted to have in- formation from their Finance Director on specific costs to San Luis Obispo. . Councilmember Settle amended his motion to include en- dorsement of the project conceptually. The motion car- ried, with Councilmember Dovey voting no. (4 -1) MOTION: Councilmember Sheetz moved for endorsement of the con- cept of the Coastal Stream Diversion and Storage Pro- ject; that staff be authorized to request the Whale Rock Commission to participate in the development of a feasibility study for the project; and approval of City funding in the amount of $250000 to pay for the study. The motion was seconded by Councilmember Risley. Councilmember Miller suggested other agencies be invited now to - participate in the feasibility study to reduce costs. Mr. Napper explained why staff had recommended Morro Bay fund half of the study ($25,000) and the Whale Rock Commission fund the other half at this point. He believed trying to involve other agencies now would delay initiation of the feasibility study; they could be invited to participate later and pay their prorated share of the study. The motion was unanimously carried. (5 -0) Mr. Hetland noted the Whale Rock Commission would probably con- sider the proposal toward the end of July, 1986. Councilmembers and the Mayors made closing comments. MOTION: Councilmember Sheetz moved the Morro Bay Council meet- ing meeting be adjourned. The motion was seconded by Councilmember Miller and unanimously carried. (5 -0) Mayor Dunin declared the meeting adjourned.
