1. WATER (File #517)
A. Presentation was made by Clint Milne, County Engineer, of the County's
Draft Water Master Plan. He gave a lengthy presentation including slides
and provided a question and answer period.
Bill Briam, County Administrative Officer, also reviewed the primary
issues of the County's Draft Water Master Plan, explaining various
differences between the alternatives.
Councilman Griffin urged that whatever position the County takes he would
like to see the Board of Supervisors officially adopt it.
Citizens who participated in asking questions or making observations were
Melanie Billig, Don Smith and Ken Schwartz.
6:10 p.m. Mayor Dunin declared a recess. 6:15 p.m. City Council
reconvened, all Councilmembers present.
B. Bill Hetland, Utilities Engineer, reviewed the Whale Rock Commission
policy issues (continued from 7- 28 -86).
Councilman Settle requested that staff be asked to ask the Whale Rock
Commission to seek information on a safe annual yield study and include
cost for dredging to help the siltation problem.
After discussion, Settle /Griffin (5 -0), to direct staff to ask the Whale
Rock Commission to obtain information for a safe annual yield study on
Chorro Reservoir, examine siltation and possible expansion if there is no
response or cooperation from the State Department of Corrections.
Councilwoman Rappa was concerned that policy issues which the Whale Rock
Commission will be dealing with in the future be brought to the Council
for their early review and input.
After discussion, Rappa /Dover (4 -1, Dunin voting no), to send the draft
Whale Rock Agenda to the Council for review prior to the Annual Whale Rock
Commission Meeting, or any time a new policy is being considered or
departs from the Water Management Plan.
C -1 MUSIC AND ARTS FOR YOUTH
After discussion and upon general consensus to refer the request for
funding ($4.000) for the Music & the Arts for Youth (MAY) Group to help
' sponsor the concert appearance of the Masters Orchestra of Switzerland to
the Promotional Coordinating Committee for review and report back (5 -0).
C -2 Councilwoman Rappa requested an update from the recent public hearing
on the Department of Corrections Five -Year Master Plan held in Sacramento.
There being no further business to come efore the City Council, Mayor
Dunin adjourned the meeting at 7:35 �.m.
