1. LAGUNA LAKE PARK (File #882)
Terry Conner, Chairman of the Park & Recreation Commission, gave a video
presentation of Laguna Lake Park and reviewed the recommendations by the
Park & Recreation Commission concerning the future development and
preservation of the Park.
Council and Commission then held a general discussion about Laguna Lake
Park and its future development.
Councilman Settle suggested that a caretaker for the park be looked at as
possibly helping for safety aspects, cleanup, etc.
Councilwoman Davey urged that those items requiring the least amount of
money be dealt with first, if possible.
Mayor Dunin also was supportive of an action program in addition to the
Park & Recreation Element. He urged that when the Commission looked at
funding to not overlook volunteerism. He would also support any kind of
wind breakers in the park area.
2. FUNDING THE S.L.O. PARK & RECREATION SYSTEM (File #462)
Council considered the Park and Recreation Element needs due to current
construction in the Edna -Islay area; expansion of the park system via the
Park and Recreation Element adopted June 1982; and maintaining the
existing elements of the Park System.
Terry Conner, Chairman, then showed the Committee and Council slides of
those areas needing work which included the Edna -Islay area, Sinsheimer
Pool, Meadow Park, Mitchell Park (including the Senior Center), Santa Rosa
Park (which needs lights and poles), Throup Field, Jack House (looking at
the house adjacent to the Jack House that might be used in the future for
additional parking), Johnson Park, and Laguna Hills Park. He reviewed how
Cal Poly students had a serious impact on the City parks as well as many
other communities particularly the bedroom communities which used our
parks.
Upon question, he stated that Mission Plaza had been overlooked in the
slide presentation but that it was a consideration.
After discussion, moved by Settle /Dover (3 -0 -2, Griffin & Rappa absent),
staff directed to develop a Park & Recreation action program, specifically
looking at needs, costs and priorities. Program to be integrated with the
capital improvement program.
3. RESERVOIR CANYON (File #802)
Commission and Council held a general discussion concerning the future of
Reservoir Canyon as a recreational asset for the residents of San Luis
Obispo.
Terry Conner stated that Reservoir Canyon was looked at as a possible
hydro plant or for recreational uses.

Councilwoman Dove v suggested that Reservoir Canyon might have its water
used for Cuesta College, primarily for purposes of irrigation.
4. OPEN DISCUSSION

facility needs for the Recreation Department to be included
capital improvment program as well.
COUNCIL MEETING DATES
Pam Voges, City Clerk, reviewed the future calendar for Council Meeting
dates and upon general concurrence schedule was approved (3 -0 -2, Griffin &
Rappa absent).
Mayor Dunin adjourned the meeting for an informal tour of the Recreation &
Parks Department offices.
6:10 p.m. there being no further business to come before the City Council,
Mayor Dunin adjourned the meeting.
