Monday, February 23, 1987 - 12:00 noon
Doug Barker, consultant, reviewed their conclusions regarding the sites,
financing, and operation for a small and large performing arts auditorium.
Jim Vas Dias, consultant, reviewed the technical and policy issues.
1:00 p.m., Councilman Settle left the meeting.
Upon question, Rob Rossi stated that he was the proposed buyer of the
Fremont Theatre.
Warren Sinsheimer, President of the Foundation Performing Arts Center,
urged support for both of the theatres. He did not feel that the projects
would be in opposition to one another.
Tracy Wilder, with the Community Concerts Association, spoke in support of
utilizing the Fremont Theatre.
Ken Haggard also spoke in support of the Fremont Theatre.
Jim Nilan, representing the SLO Little Theatre and the Central Coast
Children's Theatre, urged Council to look at costs and availability of a
quality theatre.
Myron Graham spoke in regard to the need for cooperation and coordination
between the two groups who supported the two facilities of large and small
sizes.
1:35 p.m., Councilman Settle returned to the meeting.
Don Cutter, architect, spoke to the Performing Arts Facilities.
D George Clucas spoke in regard to State University building construction
policies.
Mayor Dunin closed the public portion of the meeting.
Councilman Griffin suggested that staff be directed to develop two work
programs, with major component of the work program that of the Capital
Improvement Program. He felt that the program statements should be around
the two key projects, and brought back with the CIP discussion. He was
not prepared to support all of the key actions, but felt this was a good
starting point.
Councilman Settle agreed with Councilman Griffin, and suggested looking at
the lease agreements during the interim as well.
Councilmembers Dove y, Rappa and Mayor Dunin asked that before the CIP
discussion, staff be directed to prepare a staff analysis reporting on the
study and coming to Council with a variety of options, primarily looking
at funding options that might be available, and that this discussion take
place at a study session prior to the CIP discussion.
Upon general consensus, that this item come back at a future study session
prior to the Capital Improvement Program (5 -0).
There being no further business to come before the City Council, Mayor
D Dunin adjourned the meeting at 1:55 p.m. to Tuesday, February 24, 1987, at
7:00 p.m.
