1. BUDGET CALENDAR
Toby Ross, Acting Administrative Officer, submitted a revised budget
calendar for Council consideration.
Upon general consensus, budget calendar approved as recommended (4 -0 -1,
Settle absent).
2. 1987 -89 BUDGET
Council continued its consideration of the 1987 -89 budget, beginning with
proposed budget programs not taken up from its meeting of Monday, May 11,
1987, at 12:00 p.m. starting with Police Administration.
Don Englert, Police Chief, reviewed his departmental requests including
goals and objectives.
Upon general consensus, conceptual approval given as discussed.
Significant funding amendment provided for one additional full -time police
officer in 1987 -88. Staff directed to report back on possible funding
source(s) (4 -0 -1, Settle absent).
5:30 p.m., Mayor Dunin declared a recess. 5:40 p.m., City Council
reconvened, Councilman Settle absent.
3. 1987-89 BUDGET (File #233)
Council considered the 1987 -89 budget, specifically, consideration of 18
programs: 1) Water Source of Supply, 2) Power Generation, 3) Water
Treatment, 4) Water Distribution, 5) Water Customer Service, 6) Water
Engineering & Administration, 7) Wastewater Collection, 8) Wastewater
Treatment, 9) Wastewater Engineering & Administration, 10) Whale Rock
Reservoir, 11) Whale Rock Fishing, 12) Streets /Pavement. 13) Streets/
General, 14) Flood Control, 15) Parking, 16) Parking Enforcement, 17)
Municipal Transit, and 18) Vehicle & Equipment Maintenance.

Program coordinators for each budget reviewed their funding levels,
specific goals and objectives as outlined in the programs.
6:20 p.m., Mayor Dunin declared a recess. 6:50 p.m., City Council
reconvened, Councilman Settle absent.
7:20 p.m., Councilman Griffin left the meeting.
Council finished its review of programs 1 -18 and reached consensus with
minor rewording amendments as discussed (see program narratives for
specific wording revisions) (3 -0 -2, Griffin and Settle absent).
8:30 p.m., Mayor Dunin adjourned the meepL Monday, May 18, 1987, at
