Monday, June 15, 1987 - 4:00 p.m.
1. 1987 -89 FINANCIAL PLAN (File *233)
Council considered the draft 1987 -89 Financial Plan (continued from
4- 21 -87, 4- 27 -87, 5 -4 -87, 5 -5 -87, 5- 11 -87, 5- 12 -87, 5 -18 -87 and 6- 1 -87).
John Dunn, City Administrative Officer, gave a brief overview of the
budget process and reviewed the staff report which recommended that
Council complete its review of the 1987 -89 Financial Plan and set a public
hearing for June 30 at 7:00 p.m. He first went through the budget message
which was the introduction and overview to the budget, reviewed new staff
positions and the list of managers under the Capital Improvement Projects.
4:25 p.m., Councilman Griffin left the meeting. 5:25 p.m., Councilman
Griffin returned.
Upon general consensus, staff was directed to report back on the Mission
Plaza reserve accumulation and the establishment of the policy for that.
Upon question, Fire Chief Dolder reviewed the request for staff positions
under Firefighters.
6:20 p.m., Mayor Dunin declared a recess. 6:55 p.m., City Council
reconvened, all Councilmembers present.
Council again discussed the two proposed firefighter positions. After
discussion, moved by Settle /Dunin (3 -2, Dovey & Griffin voting no) to
direct staff to examine the city inspection program as it related to the
organizational structure, i.e. the Community Development and Public Safety
departments, with the additional suggestion that they use a permit
coordinator for that program.
7:30 p.m., Councilman Griffin left the meeting.
Council again . discussed the two firefighter positions. No final
determination made at this time.
Council reviewed the Operating Budget. Moved by Rappa /Settle (4 -0,
Griffin absent) to delete clerical staffing under the Operating Budget for
the Human Relations Commission.
P U B L I C C 0 M M E N T P E R I O D
PC 1 Miguel Paredes, 522 Serrano Circle, stated that he was in support of
the Council's willingness to prune the trees at Serrano Circle and wished
to go on record to oppose any removal of those trees.
PC 2 Mrs. Elizabeth deHaan spoke in support of removing those trees.
C O M M U N I C A T I O N S
Bill Hetland, Utilities Manager, submitted a Whale Rock Commission agenda
to the Council for their review. Upon general consensus, Council upon
review of the agenda for Wednesday, June 24, 1987, gave conceptual
approval as submitted (4 -0 -1, Griffin absent).
There being no further business to come before the City Council, Mayor
Dunin_ adjourned . the meeting at 9:40 p.m. I )
